Stewart was in the Ohair. <br /> <br />Minutes of the regular meeting held Eareh 24th were read and ~oproved; <br /> <br />The following communications from the City Manager were presented: <br /> <br /> ist - The following ordinance - "AN ORDINANCE INPOSING A~D GOLLEOTING TAXES ON <br />REAL ESTATE, ~ANGIBLE PERSONAL PROPERTY AND EAOHINES WITHIN THE LIEITS OF Th~ 0ITY OF <br />PORTSMOUTH, VIRGINIA, FOR T~HE PURPOSE OF RAISING P~VENUE FOR THE SUPPORT OF THE GOVERN- <br />~iENT AND THE PUBLIO FREE SCHOOLS, AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC DEBT <br />FOR THE YEAR BEGINNING JAN%3ARY 1st, 1931." <br /> <br /> On motion of ~i~. B~ooks the tax ra~e was made $2.65 per hundred of assessed valUa- <br />tion, and the ordinance placed on its first reading. <br /> <br /> . 2nd- The following ordinance - "AN ORDINANCE AUTHORIZING THE BORROWING OF THREE <br />~.~R~,~D AND FIFTY ~THOUS.~ND ($350,00'0.'00) ~OLLARS IN ANTICIPATION OF THE COL~CTION OF THE <br />REVENUE FOR THE YEAR 1~3~ AND PROVIDING FOR I8SUANGE OF A NOTE OR-NOTES THEHEFOR". <br /> <br /> On motion of Mr. Brooks the ordinance was pl'aced on its first reading; <br /> <br /> 3rd - "Attached you will find reeuest from ~Lr. George T. Wright for retirement;~ <br />Mr. Wright is employed in the Oak Grove ~emetery. He has been with the City twenty-one <br />years e~nd is now seventy-seven years of age. The attached certificate' from Dr. P~illips <br />shows that his eye-sight is almost gone and in a short while, if the condition oersists, <br />he will be sightless. There are other disabilities which are explained on the do~tor's <br />certificate; <br /> I recommend that Er. Wright be re~ired at $50;~00 per month. I find on re- <br />ferring to the Oou~u~il records that men employed on similar work have been retired at <br />that amount. <br /> Yours truly, <br /> <br /> . Han~ahan, <br /> City Maaager., <br />Brooks the matter was referred back to the City Man~ger to get <br /> <br /> 4th - "Attached you will find proposed agreement between the owners of certain <br />propertias between Park Ave. and Webster Ave., the.Ballard Fish smd Oyster Company and others <br />interested in the development of this oropertyby the Government, whioh~oposes to do cer- <br />tain dredging in Scott's 0reek,~ and th~ interested parties in turn to do certain work on <br />ti~ir own account, the land mentioned being a pmzt of an area which is ,m~der consideration <br />for use as fill; <br /> Should this fill be placed on the land there are certain street ends belong- <br />ing to the City of, Portsmouth which would be involved. The propgsed agreement is an out- <br />come of a meeting ne!d ~eoently between a Council Committee appoznted for the purpose of <br />looking into the Scotts Greek proposition (a report of which bas been made to the Council) <br />and a committee from the above-rimmed corporation a~d interested parties. ]~ay I suggest <br />that this question of agreement be olaced before the Oity Attorney for his opinion on same, <br />as it is possible there may be some~legal reason for changing the wording of the agreement <br />or othe~ise changing it, as the City may be Rlaoed in a somewhat different position from <br />an individual! pmoperty owner, as to liability;' <br /> <br />Yours truly, <br /> <br />Also ihclosing an agreement from Ballard <br />following was read from the Ballard Fish & Oyster Oompany: <br /> <br /> Frank C. Brinson, <br />Gity'Ole=k, stating that at a meeting of your Honorable Body hel8 o~ Janu~ry 6th l~l ~ <br />concurred in the report to you, dated January otb, 1931, by your committee appointed "to <br />look into the matter of co-operating with th~ Ballard interests and others in the develop- <br />ment of Scotts Creek", and enclosing a copy of that report; <br /> <br /> <br />
