Alden <br /> <br /> Minutes of regular meeting held ~uiy 28th were read and ~oproved. <br /> <br /> The following communications were read from the Oity Manager: <br /> <br /> 1st - 'According to instructions given me when the matter was presented%o the <br /> City Oouncil a short while ago by JudgeOutn~elI,· ' I am submitting a bill for $58.50 from <br /> ~. Elizabeth Skutt, for the care of the three Kiser children for nineteen days, and ~a <br /> bill from the Children, s Home Society for $31.44 for board of Walter Wi!liam~ for six <br /> weeks and two days. Explanatory letters are attached.. <br /> I recommend that an appropriation of $89.94 be made to cover th~se bi!ls.~ <br /> <br /> On motion of Mr. Ogg, $89.94 was appropriated to pay said bills. <br /> <br /> ~ ~ ~.tnd - '~n~ans~wer to the inGuiry made at the last Council meetihg in regard to <br /> the ~rawmo~a and Occupy ct. lighting, ~ respectl~lly submit the following report: <br /> I have gone over this matter wi~4 the Virginia Electric & Power Oompany <br /> and they have submitted a sketch which shows a somewhat inexpensive o~tlay. Since that <br /> time, I have had Oity Electrioiau, George ~. Mathews, go over the entire matter himself, <br /> and also go thoroughly into the plan as outlimd by the Virginia Electric & Power Comnanv. <br /> At~.~ach.ed~ .is M~..?athews' repgr~ in detail. I might add also that <br /> the traffic on County St. is g~eatly increased and also on Crawford St. and i~ would be a <br /> wonderful help to traffic conditions and would possibly be reflected in stimulated business;', <br /> <br /> The City Electrician' s recommendation follows: <br /> ~In consideration of additional street lighting for 0o~-uty and Crawford <br /> Streets, the attached blue <br /> . print showing proposed lighting u~its as recommended by the V.E.P. <br /> Co. represents a very l~m~ed outlay for white way lZohtmng,'m ' although about as economical <br /> as could be had. <br /> In general, white way lighting is laid out with lights at fre,uent in- <br /> tervals and unifox~mly/spaced, this however runs into considerable cost and it is ~e~t ex- <br /> pected that the city at this time could mndertake such an expenditure. <br /> I have noted on attached sketch an alternate to the outlay as recom- <br />mended by the V.E.P.- Co. which gives a better distribution of light in conside~tlon of <br />existing conditions. Du~ing conversation with Mr. Dolbeare, V.E.P. Co. Lighting Specialist <br />this mo~ning, he favors my sketch in preference to that submitted. <br /> ~_in order to keep the cost for County and Crawfcrd Sts. as low as pos- <br />sible and still furnish a reasonable amount of light for this section which I believe will <br />be suf.ficient, Mr. Dolbea~e today submitted a plan to remove eight of the present~ lights <br />from Middle $t. and to utilize t~em on County and Crawford St. This would leave eleven <br />lights on Middle St., five to erate all night and six to midnight. The size these <br />lamps would be increased from ~,Po00 lumens a s agreed in ~hite Way Proposal to of <br /> y, 200 lumens <br /> each. This would compensate greatly for the lights removed. <br /> Under the modernization plan as agreed to by City Council the Middle <br />St. section was to cost $690.B0 per ye~. By rearranging the c.ontrol and removing eight <br />units ~s mentioned above the cost will be $~97.00 per year, which represents a reduction <br />of $193.00; <br /> If the sketch which I h~ve submitted is approved a i%~rther reduction <br />would be effected by the removal of one 400 C.P, gen.eral street light at the corner of <br />Oo~ and County Sis. This would make a total reduction of $2~1.00 per yes~. <br /> The rates applied to 0ounty and Grawford St~' lighting are the same <br />as those applied in the V.E.P. Co. white way proposal which is now underway. No direct <br />charges a~e made for installation cost. Ornamental Brackets of the same type and design <br />will be employed and mounted on existing wood and concrete poles. <br /> As shown on my sketch I have recommended one more light than the V.E.P. <br />Co. shows, this is located at the co,er of County en Court St. this I believe to be very <br />necessary as this is an important intersection. ~he total cost of which wcu!d~ be $553.00 <br />per yea~, as follows: <br /> <br /> 0oumty St. six lights $ <br /> Court St. one light 55.00 <br /> 0raw, etd ~t. six lights <br /> Deducting the $251.00 reduction effected by the Middle St. change, <br />from the totaI cost of County and Crawford St. lighting, $312.00 would be recMired to ca~ry <br />out the street lighting plan in this seo~ion.~ <br /> <br /> On motion, the privi~ege of the floor was granted auy one present who was in- <br />terested in said report.
