November iTth, 1951. <br /> <br /> essary positions are filled by ordinances for only the necessary ooeration of the govern- <br /> ment and according to my best ~udgme~t, a working organization such-a s we have is not over- <br />manned, and'i feel not overpaid.-We should go slow in consmdering salary and wage reductions. <br />Its effect may be far-reaching outside of our city government. <br /> I have given this budget my very best thought and resoeotfully submit it for <br />your oonsideration.~_ <br /> <br /> On motion of Mr. Stewart, the 1932 budget was placed on its first reading: <br /> <br />"An Ordinance of the Budget Appropriations for the City o£ Portsmouth, <br />Virginia, for yea~ 1932., <br /> <br /> The~Ohairman made a statement on the budget, and the privilege o£ the ~loor <br />was granted to anyone present desiring to exoress himself on the budget. J.A. Mulvey, <br />H. A. Irving, J. Davis Reed, L..A. W~lliams,.W. R. Brewer, T. B. Lee, spoke on same. <br /> <br /> On motion adjourned. <br /> <br /> <br />
