<br /> Minutes of regular meeting held ~March 8th were read and approved.
<br />
<br /> The following communication from the City Manager was read:
<br /> let - 'The United States Government is about to dredge _the Southern Branch of the
<br />Elizabeth River to a depth of forty feet' below mean low water. The 14" cast iron ~in ex-
<br />tending across the river from Bart Street, Portsmouth to Liberty Street, Berkley, is an ob-
<br />struction to this dredging, and the Un£ted States District Engineer has requested that it
<br />be relaid to a depth of six feet below its present level or removed.
<br /> The permit to install this main was issued November 26th, 190B by the Sec-
<br />retary of War to the Portsmouth, Berkley and S~ffolk Water Company and provides
<br />
<br /> ~hat~ if at any ~ime in the future it sb~ll be made to appear to the
<br /> Secret~ry of War that the structure herein authorized is an unmeason-
<br /> able obstruction to the free navigation of said waters, said licensee
<br /> will be reqt~ired upon due notice from the Secretary of ~ar, to remove
<br /> or alter the same so as to render navigation through said waters rea-
<br /> sonably free, easy and ru~obstructed."
<br />
<br /> This main was used to supply water from Portsmouth to Berkley, and when
<br />the Berkley Water Works property was purchased by the City of Norfolk the use of it was
<br />discontinued. The appraisers of the Berkley proper~y established joint ownership of this
<br />main by Norfolk and Portsmouth.
<br /> The Superintendent of the Water Department, 'Portsmouth, has conferred with
<br />the Director of Public Wo~ks, Norfolk, and they have agreed that it is not feasible to re-
<br />lay this main, and that it should be removed. It is estimated that it will cost five thou-
<br />sand dollars ($5,000.00) to remove it, which will re~uire an appropriation of $2,500.OO
<br />from the ~unds 6f the Portsmouth water Department.
<br /> As the United States District Engineer advises that the dredge will be in
<br /> the location of this main the first week in April, I request that the matter be referred
<br /> to the City Attorney and myself with power to act.'
<br />
<br /> Motion of Nr.~ Stewart that r~uest of the City Manager be concurred in and
<br />that an appropriation of $2,500.00 be place~ on zts ~zrst reading, was adopted.

<br />UNFINISHED BUSINESS -
<br />
<br />The following communication from the City Attorney was read:
<br />
<br /> 'On January 19, 1932, there was referred to me a list containing corrections of
<br />taxes for the year 1931, which was made by the Oommissioner of Revenue. I have examined
<br />thi~ list and find that they were properly relieved. The majority of the corrections were
<br />on personal property which b~d been assessed against two different psrsons. There were two
<br />corrections of real estate, one of which was the assessment of a lot against the wrong owner,
<br />and the other was the assessment of a building which did not exist.
<br /> The City Collector should be given proper credit for the amo~muts relieved '
<br />

<br />Mr. Maupin that the recommendation of the City Attorney be concurred

<br /> The following letter from the Keeper of the Oemeteries, was referred to the City
<br />Attorney:

<br /> ~ill you kindly instruct Qity Attorney to issue a deed to Nr. S. T. Veal for lot
<br />5 ft. x 20 ft., situated on the south side of V 2, Avenue ~, purchased from City in Cedar
<br />Grove Cemetery February 4th, 1932.'

<br />- NEW BUSINESS -
<br />
<br /> Bill of R. Triplett for $25.00 for dexenm~ng Har~zey Wickers on charge o~ nrarder
<br />approved by Judge Bain, was on motion of Er. Kayo, allowed and an appropriation of $25.00
<br />was ,made to pay same.
<br />
<br /> Report of J.A.D~ Parrish on his audit of the books of the ferry, was received, and
<br />on motion, ordered filed.
<br />
<br /> Motion of Er. Hutchins that we take fro= the table his motion to ask the Sinking
<br />Fund to pay certain bonds becoming due this year, was~adopted; whereupon Nr. Hutchins'
<br />motion that the Sinking ~.nd be recuested to pay the $25,000. bond becoming d3ae April let,
<br />was adopted, and by the following Vote:
