<br />Minutes of regul~ meeting held March 22nd were read a~ approved.
<br />
<br />The following communications from the 0ity ~nager were read:

<br /> let - 'I respectfully report as follows in regard to the pre-payment tax plan
<br />which was put into effect on March 7th, by ordir~noe of the 0ity Oouncil.
<br /> I immediately proceeded to give it sufficient p~olioity. 0iroulars were
<br />gotten out and thzough the co-operation of the Superintendent of Schools pamphlets were
<br />distributed tbzough the high school and grammar grades with the reouest that they be car-
<br />riedhome to the parents. There was newspaper advertising for several days add it met
<br />with immediate resRons~ by the oeople~ The total amount ~eoeived to .date is $101,002.98.
<br />Of this ~mount $7,~1~.68 was fo~ francaise license tax, waich was made .possible only by
<br />the clan. On June let, a club will be opened for the merchants' licenses for the year 1933.
<br />w0~ite a few of the merchants have expressed their pleasure at this provision being made,
<br /> ich will automatically reduce their license tax, and at the same time offer them a eon-
<br />venient way in which to pay their license,
<br /> I believe the Co~qoil in passin~ this ordinance gave to the people some-
<br />thing they had been long looking for. ~ne City h~s received unusual publicity on account
<br />of the plan. Nu~nerous ineuiries are coming to my desk from day to day. It must be borne
<br />in mind that the plan was~tarted after each of the Christmas Savings ethos had been started,
<br />and we look forward to much g~eater success during the comingjyear.
<br /> I cs~u say that people in all walks of life, mn all businesses, including
<br />the banks themselves, have co-operated with the 0ity in the movement and I feel very well
<br />pleased at the success it has attained so far. I believe it will go a long way ~towszd help-
<br />ing us solve our future city financing.'

<br />On motion same was ordered to be placed on file.

<br /> 2nd - Submitting the following License Tax Ordinance for the year beginning May
<br />let, 1~32:
<br />
<br />"AN ORDINANOE ~OSING A LICENSE TAX FOR THE OITY OF PORTSMOUTH, VIRGINIA,
<br />FOR T~ ~EAR BEGINNING MAY let, 1932."
<br />
<br />which on motion of Dr. Brooks was placed on its first reading.

<br />- UNFINISHED BUSINESS -
<br />
<br /> Mot.ion of Mr. Stewart ,'to appropriate $2,500. from Water Department funds to pay
<br />one half of cost of removing water pipe line from the Southern Branch of the Elizabeth River,
<br />the City of Norfolk to pay the other one half" laid on table March 22nd until this mee~idg,
<br />was taken up and on motion of Mr. B~ooks, same was adopted, and by the following vote~
<br />
<br />Ayes - Brooks, Hutchins, Magpie, Mayo, Oast, Ogg, Stewart -
<br />
<br />Nays - None,

<br />- NE~ BUSINESS -
<br />
<br />The following letter was read and on motion referred to the Oity Attorney:
<br />
<br /> "I am the owner of a vacant lot located on the north side of the George Washing-
<br />ton Highway, known a~ lot ~265 on ~he plat of the South Portsmouth Land and I~provement
<br />Company. The assessors in 1930 assessed a building on the land at a valuation of $350.;
<br />whereas there has never been any building on this land. ~ paid the taxes on the land, and
<br />Mr. Niemeyer has removed the buildi~ charge for 1932. I respectfully request that you re-
<br />lieve the taxes on the buXlding for 1931 ~o $9.3~.

<br />Council of the resignation of ~ir. R. S. Marshall, member of the School Board from the
<br />first district. ~
<br /> Motion of 2ir. B~ooks that we go into the election of Mr. ~Narshall, s successor,
<br />was adopted.
<br /> Mr. Mayo nominatad Mr. H. H. Parker for the unexpired term of Mr. Marshall. There
<br />being no further nominations and vote being taken, Mr. parker was elected, and by the follow-
<br />ing vote:
