<br /> Minutes of regular meeting held April !2th, were read and ~pproved.
<br />
<br /> The follow,ag comm~unications from the 0ity Manager were read:
<br />
<br /> 1st - 'I respectfully recommend Oouncil action on reduction of a reasonable
<br /> amount o£ the bonds we have on hand to $100. denomination. I feel t ere a~e ~qu~e a mow
<br /> of our citizens who would like to make an investment'in $100. lots and possibly larger,
<br /> but may not be in oosition to invest $$00. or ·
<br /> · ~ .~ · . _~ $1,000. I believe it would be a good thing
<br /> to permzt o~r oztzzens to znvest zn this way and would cause them to take an interest in
<br /> their local government, e~ud at the same time provide them with good investment.
<br /> I would also ask that you give consideration to the proposition of per-
<br /> mitting those who desire these bonds, ~uud those of other amotuuts, to pay for them on a scale
<br /> according to the amount o£ the bond; Lu other words that those who can not pay cash be ocr-
<br /> mitred to buy on theins~allmsnt~ plan, and bond ~o be held a reasonable length of time
<br /> them - say to be paid for within twelve months and interest of at loast two per cent to be
<br /> allowed, which would be offset by our daily balance interest at the banks.
<br /> I~ the Council feels that this should be done, I herewith submit an or-
<br /> dins~uce amending the ordinance authorizing the issuance o£ the bonds.,

<br /> In connection with the above letter, on ms, ion of Mr. Eaupin, the following or-
<br /> dinance ~as placed on its first read~ug:
<br />
<br /> "~u Ordinance to Amend and Re-ordain an 0~dinanoe Entitled 'An ordinance
<br /> authorizing the issuance of Three Hundred and Fifty Thousand Dollars of
<br /> Bonds of the Oity of Portsmouth, Virginia, for the purpose of installing~
<br /> sewers and pa~ing streets and public thoroughfares ~nd building a new
<br /> bridge connecting streets in said Oity, m~king provision for the form
<br /> of said bonds and for the payment thereof', adopted October 29, 1931."

<br /> 2nd - 'I have given thorough consideration to the matte~ of the complaint of
<br />the Portsmouth Wrecking and Lu~mber 0ompany about contractors being requ~ed to secure li-
<br />cense and bond.
<br /> I believe t~is problem presents several difficult angles and particularly
<br />at t~is time. We have quite a mew old houses which are beh~g torn down ~nd most of them are
<br />not zn a very busy district, and during this time when there is ~uite a sit of tuuemployment,
<br />some of the owners of the houses are hiring people by the day to~do the work, and I am some-
<br />what afraid that it might work an undue hardship. I believe, however, that if anyone engages
<br />in the business the law as present constructed, covers that, and they would have to pay the
<br />contractor's license tax.
<br /> I would recommend that this not be put in the license ordinance at this
<br />time, but be given f'awther study. It may be amended at some later date, should we feel it
<br />necessary. I have had no complaint or trouble from anyone except the oomolairmont who aopeared
<br />before the Council at the last meeting. I have disousaed the matter wit~ City Attorne~ Bar-
<br />olaY. Up t? this point, I have not been able to feet that it was to the best interest of
<br />Portsmouth ~o make the change as suggested.'

<br /> On motion of Nr. Stewart, s~me was referred back to the City Nanage~ for farther
<br />investigation and report at nezt meeting.

<br /> The following license tax ordinance laid on table at last mee ting, was taken
<br />up and read:
<br />
<br />'An Ordinance L~posing a License Tax for the gity of Portsmouth, Va.,
<br />for the Year BegLuning Eay 1st, 1~32.'

<br />adopted.
<br />
<br />The O ity Eanager offered the following ~mendments:
<br />
<br />(a) That section ll, relating to Put-?~ell courses be stricken out.
<br />The motion of Er. 0go to concur in the City ~{anager~s recommendation was
<br />
<br />(b) To amend Section 64 to read as follows:
<br />
<br />adopted,

<br />and
<br />
<br /> ~64. Slot ~aehines - Each slot machine registering the weight of oersons,
<br />and each slot machine used for the sale of matches, candy, chewing gum ~nd like
<br />articles giving an equivalent value for the coin deposited, Five [$5.00) Dol-
<br />lars, not pro-rated.
<br /> ~ch slot machine of any other type or other device
<br />in w~cn coins are deposited which may be allowed by the laws of this state,
<br />Sixteen ($16.00) Dollars, not pro-rated.,

<br />The motion of Mr. Ogg to concur in the Oity Eanager~s recommendation, was
<br />by the followLug vote:
