Stewart - ?. <br />Also the City Msmagero <br /> <br />Mayo, <br /> <br />Alden Oast, <br /> <br /> Minutes of regular meeting held July 26th were read and approved. <br /> <br /> The following communication from the City Manager was read: <br /> <br /> 1st - 'Attached hereto you will find annual reports of the various departments for <br />1931, together w~ h the audit of the Oity's books for 1931, made by W. P. Jordan & 0ompany.' <br /> <br /> Motion of Mr. Mayo that the reports be received and filed and'that the City Manager <br />make a digest of Mm. Jordan's audit and send a copy to each member of the Council, was <br />adopted. <br /> <br />- UNFINISHED BUSI~SS - <br /> <br /> The following communication from the City Attorney was read: <br /> <br /> 'At your last meeting, held on J,~ue 28th, you referred to me a letter from the Per- <br />ry Buick Corporation, requesting a refund of Twenty-Six ($26.00) Dollars on account of their <br />license tax. <br /> I find that Section 7 of the License Tax Bill orovides: "Each automobile repair <br />shop, in addition~to any other license tax, Twenty-Six($~6.00) Dollars.,' Section 8 provides: <br />"Each person, firm or corporation ~ngag~d in the business of storing, repairing and selling <br />automobiles, One Hundred and Fifty One ($151.O0) Dollars., The Perry Buick Oorporation con- <br />ducts a repair shop in addition to the regular business of storing~ repairing 'and selling <br />automobiles, that is, they repair cars for outside people, fo~ which they charge compensation. <br />Hence, under the terms of Section ~ ' · ' <br /> 7, ~hey saould cay the sum of Twenty-Smx (~28.00) Dollars, <br />and, mn my opinion, are not entitled to the refun~d.~ <br /> <br /> Motion of Mr. Hutchins that we concur in the Attorney~ s recommendation was adopted. <br /> The following communication from the Oity Attorney was read: <br /> <br /> 'At your last meeting, you referred to me a petition of the S. S. Kresge Oompany, <br />asking for a refund of Ten ($10.OO) Dollars for license taxpaid on two weighing machines. <br /> I find that both ~. S. Kresge Oompany and the peerless ~eighing Machine Company <br />paid license taxes for 1932 on the s~me machines. ~nen the 0it~ 0olleotor oresented a bil~ <br />to the S. S~ Kresge Company, she included taxes on the two machouse, by mea~on of the fact- <br />that they were on the premises of the S. S. Kresge ~ompany. When the Peerless ~eighing <br />chine Company paid its license tax on the v~rious machines it has in Pomtsmouth, it al~o iu- <br />oluded these two machines. The Peerless Weighing Mmohine Company owned the machines and are <br />Subject to the license'tax. S. S~ Kresge God,any should be reftuuded the sum o~ Ten ($10.00) <br />Dollars.' <br /> <br /> Motion of ~Mr. Maupin to conottr in the A~torney,s recommendation and that an appro- <br />priation of $10.O0 be made to refund S. S. Kresge Oompany, was adopted. <br /> <br />- NEW BUSIneSS - <br /> <br /> Bill of J. Shirley Hope, State G~me ~rden, for destroyLug seven tagless dogs at <br />$2.50 each, total $1~.50, ~ssigned to "Associated Charities" was read. <br /> <br /> Motion of ~Mr. Mauoin that the Treasurer be authorized to pay same f~om funds in <br />her hands from collection o~ Dog Taxes, was adopted. <br /> <br />The following letter from R. E. Sykes was read: <br /> <br /> 'I am hereby ms~ing rec~est for refund of $15.00, representing$5.00 overcharge on <br />Oi~y license on my 1930 model Hudson (8 cylmnder; for three ooneecu~mve years, that ms, 1~30, <br />1931 and 1932, having paid on 29 horse power rating when same is officially listed as ~4.2 <br />horse power. <br /> I would appreciate you~r putting this t~hrough the proper channel for prompt hand- <br />ling. <br /> <br />and on motion was referred to the City ~n8~ger and Oity Attorney. <br /> <br />The following letter was read: <br /> <br />'Portsmouth, Va., Aug. <br /> <br />1932. <br /> <br />Hono=~ble City Oouncil, <br />Portsmouth, Va. <br /> <br />Gentlemen: <br /> <br /> We, the organize~ workers of Portsmouth and vicinity, decidedly orotest the rate <br />established for labor by Mr. Shirley, as being inadeq~ate to feed, clothe/and shelter, an <br />American citizen and his family; as an American i~ e~titled to live. <br /> Forty hours per week at twenty cents pe~ Hour, is only eLgH~ dollars per week, and <br /> <br /> <br />
