<br /> Minutes of the regular testing held October 25th were read and approved.
<br />
<br /> The following communications f~om the O ity ~nager were read:

<br /> 1st - ~At the Oouncal meeting on October 25th, you authori~zed me to make a
<br />quest through Governor pollard for $$O,000.00 from the Federal Emergancy Relief funds for
<br />local relief to needy and distressed people and in relieving.the hardship resulting from un-
<br />employment.
<br /> I wrote Governor Pollard under ~ate o£ Oo~eber 31st requesting him to make
<br />application for $10,000.00 for [ecal relief, to which Governor Pollard replied under date
<br />of November 2nd, in part as follows:
<br />
<br /> 'Your application is in course of preparation and i shall forward
<br /> it just as soon as my Committee is ready to make irs reconmendation
<br /> thereon. You ask whethe~ in making such an application the Oity is
<br /> obligated an any way $o repay suc~ s'~s as ..may be granted. As you
<br /> perhaps know, whatever sum is granted you would be deducted from
<br /> future Federal road appropriations to the State beginnir~ in 1935.
<br /> Inasmnch as the amount will eventually come out of the funds whic~
<br /> would otherwise go into the treasury of Virginia, it will be for
<br /> the General Assembly at its next session to decide whether any sum
<br /> granted to Portsmouth or other~cities shall be deducted from that
<br /> part of the gas tax coming to the several communities.~
<br />
<br /> In view of the Governor's advice that any ftuuds granted would be deducted
<br />from future Federal road appropriations to the State beginning in 1935, it is my reco~aenda-
<br />t ion that we sign the application when received from the Governor's committee."
<br />
<br /> Motion of Mr. Brooks that we concur in the OiZy Manager's recommendation
<br />and that props= officers be authorized to sign the agreement, was adopted.

<br /> 2nd - "i am attachin~ copy of letter £ro~ the Home Builders and Finance Oorpora-
<br />tion to Mr. W.L. Davis, Superanten~enz, Water Depar~men~a daze~ Nov~oer 7~n, oTxer~ng for
<br />sale fifteen lots withes width of 25 ft. am.d depth x~om bO ft. to 12p ft., located ~n the
<br />Oity of S~mtfolk, adjoining our LaZe EilbT property, for ~1,500.00.
<br /> I have a letter from Superintendent Davis-reconmending that this land be
<br />p~rchased at the cries quoted, from funds of the ~*ater Department. This amount is in the
<br />1932 budget £or the specific purpose of purchasing land on the water shed. I save gone over
<br />ahis very care£~lly with ~r. Davis and concur in his recommendation, as the land is neces-
<br />sary for Zhe protection of the wate~ s~oply from Lake Eilby.'

<br />payments on 1932 city taxes through the prepayment taxx plan, the ~eaboard Air Line Railway
<br />Oompany overpaid theLr taxes in the amount of 833~.~b, and that the 0ity paid interest on
<br />this amount through the month o~ Novemoer.

<br /> Motion cz M~. Mayo that the Oity Manager's recommendation Oe oonoarre~ in
<br />and that an appropriation of $33Y.Y6 be made ~o pay same, was adopted, and by the following

<br />5th - Stated that he had a petition from ,~tr. Levine who asked for a revision on
<br />~ee and license.

<br />On morion same was referred zo t~e 1933 License Tax Ordinance.

<br /> 6th - ~On recommendation of Ohief of Police Broughton, I have abolished the po-
<br />sition o~ 01erk and Transportation Inspector in the xPolice Department, effective November
<br />3Otb, 1932. This oosition was held by ~r. W.H. Ooiein, Jr., who ha~ Deen advised and re-
<br />lieved from duty.
<br /> This change will result in a saving o£ $1,7~8.~0 per year, as this posi-
<br />tion is no longer needed."
