<br /> 'Section 2. All approoria~ions in this Budget, axcapt those for Interest and
<br />Schools, shall be made available ~n the aoproval of the City Manager, the City ~nager being-
<br />requ_ired to report to the Council at its ~irst regular meeting in each month in detail al! e~-
<br />penditures made for the preceding monSh~ and all funds as far as practicable shal~ be exp~nded
<br />in equal a~ounts each month.
