Ivy, ~812 Ohestnut St.

and s~undry others. '

Notion of ~r. Brooks to refer same to the City Manager-was adopted,

2nd - 'I attach herewith au ordinance to amend and re-ordain an ordinance entitled
"An Ordinance to Amend and Re-ordain an Ordinance entitled 'An Ordinance Prescribing Rules and
Regulations Governing Municipal ~arke~s,, the adoption of which is recommended. The wording
of this ordinance has been approved by Mr~ Barclay, Oity Attorney.
The o_dznanoe prescribing ~alss and regulations governin~ municipal markets,
now in effect, was adopted on November 12th, 192~. Conditions have ohan~ed so since that time
that I consider it advisable to amend the ordinance to cover present conditions, in order to
permit a better operation of the markets. On the first of this month, I transferred the su-
pervision of the markets from the Director of Public Welfare to Er. W.L. Davis, and have ap-
pointed Mr. Davis Supt. of Markets, in addition to his other duties. Mr. Davis~s office ms
located in the market buildLug, and he o~u give necessary attention to this without interfer-
ing with his other duties, and this will relieve Dr. Roper so that he can devote more of his
time to medioaI and public health work, which is needed.~

adopted: .~otion of ~r. Hutohins to place the following ordinance on its first reading, was
"AN ORDINANOE TO AMEND AND RE-ORDAIY AN ORDINANOE ENTITLED 'AN ORDINANCE
PRESORIBING RULES AND REGb~ATIONS GOVERNING MUNIOIPAL EAREETS' ".

3rd - ' I am attaching herew~'~h an ordinance entitled "An Ordinance to Prohibit
the Conducting, Operation, Management or Promotion of any Lottery, Raffle, Number Game, or
SLmilar Scheme or Device and Providing a Penalty for its Viola%ion, ~ the adoption of which is
recommended.
The wording'of this ordinance has been aporoved by the City Attorney, and
I also submitted it to Judge 0uthriell for his 0ommen~s, and'he advised that in his opinion
it is much. stronger than the State law and takes oars of the loop-hole that exists in the
State law. There is an ordinance similar to this in effect in Norfolk at this time. I am of
the opinion that an ordinance of this kind will assist us materially in handling number games
violators and violators of similar schemes. ~e have found it very difficult to convict cases
of this kind under the State law.~

adop ted:

on its

Motion of Mr. Eayo to place the following ordinance on its first reading, was

"AN ORDINANGE TO PROHIBIT THE OONDUOTING, OPE_RATION, MANAGEMENT OR PROMOTION
OF ANY LOTTERY, RAFFLE, NUMBER GA~ OR SIMILAR SCHEME OR DEVIOE AND PROVIDING
A PENALTY FOR ITS VIOLATION.,

4th - Presented the following ordinance which on motion of Mr. Brooks was placed
first reading:

"AN ORDINANOE TO REGULATE THE OPERATION OF VEHIOLES ON THE PUBLIO STREETS
AND HIGHWAYS OF THE CITY OF PORTSMOUTH, TO GOV~-T~ AND PROTECT PEDESTRIANS
WHILE USING SUCH STREETS AND HIGHWAYS, TO PROVIDE PENALTIES FOR THE VIO-
LATION OF THIS ORDINANCE, A~ND TO REPEAL ALL ORDINANCES OR PARTS OF ORDI-
NANCES IN CONFLIOT WITH THE PROVIS IONS THEHEOF.,
