<br /> 2nd - 'I attach herewith au ordinance to amend and re-ordain an ordinance entitled
<br /> "An Ordinance to Amend and Re-ordain an Ordinance entitled 'An Ordinance Prescribing Rules and
<br /> Regulations Governing Municipal ~arke~s,, the adoption of which is recommended. The wording
<br /> of this ordinance has been approved by Mr~ Barclay, Oity Attorney.
<br /> The o_dznanoe prescribing ~alss and regulations governin~ municipal markets,
<br /> now in effect, was adopted on November 12th, 192~. Conditions have ohan~ed so since that time
<br /> that I consider it advisable to amend the ordinance to cover present conditions, in order to
<br /> permit a better operation of the markets. On the first of this month, I transferred the su-
<br /> pervision of the markets from the Director of Public Welfare to Er. W.L. Davis, and have ap-
<br /> pointed Mr. Davis Supt. of Markets, in addition to his other duties. Mr. Davis~s office ms
<br /> located in the market buildLug, and he o~u give necessary attention to this without interfer-
<br /> ing with his other duties, and this will relieve Dr. Roper so that he can devote more of his
<br /> time to medioaI and public health work, which is needed.~

<br />the Conducting, Operation, Management or Promotion of any Lottery, Raffle, Number Game, or
<br />SLmilar Scheme or Device and Providing a Penalty for its Viola%ion, ~ the adoption of which is
<br />recommended.
<br /> The wording'of this ordinance has been aporoved by the City Attorney, and
<br />I also submitted it to Judge 0uthriell for his 0ommen~s, and'he advised that in his opinion
<br />it is much. stronger than the State law and takes oars of the loop-hole that exists in the
<br />State law. There is an ordinance similar to this in effect in Norfolk at this time. I am of
<br />the opinion that an ordinance of this kind will assist us materially in handling number games
<br />violators and violators of similar schemes. ~e have found it very difficult to convict cases
<br />of this kind under the State law.~
