<br /> ~ A-,'Under date of December 3rd, 1932, Mr. w.A~ 0ox, Director of the Port, sent me
<br />a copy of the State port AuthcrityAct ~ 1926, Which provides in part as follows:
<br /> 'The State Port Authormty of Virginia shall use its efforts to
<br /> effect a port eo-o~iination of the water terminals of the several
<br /> cities within the port, and to promote a spirit of co-operation among
<br /> these cities in the interest of the port as a whole; also it shall
<br /> encourage and facilitate the ore&tion of Boards of Municipal Dock
<br /> 0ommissioners within the po~t and within the other port cities and
<br /> towns of the State, and co-operate and advise with such cities and
<br /> towns and aid in the development of the several ports within the
<br /> State along progressive and constructive lines.'
<br /> Mr. Cox advised in his letter of December 3rd, that Portsmouth had ne such
<br />body, although Newport News has a commission of seven and Norfolk one of nine. Mr. 0ox fur-
<br />ther advised that the Newport News Oommission functions without cost to that city except in
<br />the discretion of the 0ity Oouncil. Mr. 0ox suggested that we might find it desirable to ap-
<br />point a port o~mm?s{on to rep~esen~ POrtsmouth in any matters coming before the State. Por~

<br /> Since receiving Mr. 0ox's letter, I have discussed this with the Ohamber of
<br />0ommerce and it is my recommendation, in which the Ohamber of Oommerce concurs, that you
<br />point Messrs. W.W. Hargroves of the Planters Manufacturing 0ompany, O. W. Joh~ston ef the
<br />Virginia Smelting Works ~ H.B. Rodgers cZ H.B. Rodgers Oompany and J.M. 0vemton, to serve
<br />as a Port 0ommission for Portsmouth, to work with the State Port Authority in all matters
<br />affecting our pert and business interest. The Port 0ommission to serve without cost to the
<br />cityexcept as provided by t? 0ouncil, should the occasion ~equire. F~om the information I
<br />have of the work.done by similar commissions A~ Norfolk and Newport News, I am sa~ sfied a
<br />commission of thzs kind will be quite helpful in port mat~ers affecting our port amd eity.~

<br /> B - "Fo= you~ information ! wish to advise that I received advice today from the
<br />State Highway Commission to the effect that the Commission has approved my request for an
<br />appropria$ion ef $3,855.00 for reconstruction of pavement on Fourth and Court Streets.
<br /> This represents $500.00 per mile on the ~.?l miles of State Highways in Por~s-
<br />mouth. These funds will be used in renewingthe surface of 0curt Street between Columbia and
<br />Gounty Streets, and on F6urth Stree~ between Lincoin and Nelson Streets. The work will be
<br />started sometime soon and and will provide emp~cyment~ f~r several ~en for three or fcu~ weeks
<br />without increasing this year~s budget for this class of work.~

<br /> O- ,Our street sweeper was purchased from the Elgin Sweeper 0ompany the first
<br />part of 1928 and is~now in need of extensive repairs. It has been in continuous use for more
<br />than five years. Repair costs to this machine last year were $1,558.O9.
<br /> In view of the high cost of repairs to this machine last year and the esti-
<br />mated cost of more than one thousand dollars for this year, I have been handling with the
<br />Elgin Sweeper Oompany to see if the repair costs could not be reduced. The Elgin Sweeper 0om-
<br />pany have agreed to fu~ish a new street sweeper, which is an ~improved model over the one we
<br />~have on WhiCh actual tests have shown, can be operated much cheaper than the model we have
<br />at a cost of $6,500.00, and to allow $500.00 for our.sweeper. Also to accept paymen~m for the
<br />balance of $6,000.00 as follows:

<br />$1,000.OO to be paid on delivery, of the new sweeper.
<br /> 2,500.00 to be paid on January 15th, 193~.
<br /> 2,500.00 to be paid on January 15th, 1935.
<br />
<br />The deferred payments are to be without interest charges.
<br />
<br /> I ~ecommend that we accept th~ offer as our sweeper is worn so that it is no
<br />longer economical to operate. The investigation made shows that a saving in ~pairs and
<br />operating costs of at least one thousand dollars per year can be effected with the new sweeper
<br />
