<br /> 1st - "The Sinking Fund has made provision to pay the $100,000.O0 ~ Paving and
<br />Grading Bonds due May 1st, 1933."

<br /> 2nd - "I have been handling with the Portsmouth Gas Oompany for some time the ques-
<br /> tion of reduced gas rates and am glad to advise that an agreement has been reached to the ef-
<br /> fect that reduced rates will be placed in effect with bills rendered June 1st, 1933 for gas
<br /> consumed during the month of May, 1933.
<br /> The reduction to the domestic or larger number of consumers will amount to
<br />approximately ten per cent, with an average reduction of approximately eight per cent. The
<br />reduced rates were submitted to the State Corporation ~ommission by the Gas Oompany and have
<br />been approved by the State Corporation Oommission. The reduced rate for the first 10,000
<br />cubic feet of gas will be ~1.30 net compared with the present rate of $445. The agreement
<br />Was made with the understanding that if it is at all possible at some later date to make ad-
<br />ditional reductions, they will be made when and as soon as it is possible to do so. Mr. Fer-
<br />gus.on of the Gas Company was very co-operative in this matter.

<br /> 4th - "Please be advised that Mr. James Talbot, Actmng' Chief o~ Police, was appoint-
<br />ed Ohief of Police effective May 1st, 1933.
<br /> Mr. Talbot has been in the Police Departmen~ since April 10th, 1911, and has
<br />been acting Chief since January 1st, 1933. His services have been such aa to merit the ap-
<br />pointment as Chief."

<br /> 5th - "Please be advised that Mr. W.E. Lawrence, Hoseman in the
<br />dismissed as of May 2nd, 1933, for the good of the series.,,

<br />Fire Department, was
<br />
<br /> 6th - "On recommendation of Ohief of the Fire Department, Mr. Howard $. Hart was ap-
<br />pointed hoseman Grade A in the Fire Department, effective May 5th, 1933.
<br /> Mr. Hart was appointed Hoseman in the Fire Department September 13th, 1929,
<br />where he remained until December 31st, 1932 at which time he was appointed Substitute in the
<br />Fire Department, due to a reduction in the personnel of the Fire Department.,
<br />

<br /> ?th - ,The I.F. L~ucks, Inc., whose principal office is in Seattle, Washington,have
<br />recently purchased the property of the Old Dominio~ Table ~orks in Port Norfolk for the pur-
<br />pose of establishing a plant to process soy beans. This pls~ut will give employment, when
<br />opened, to about thirty people, which will increase as the business g~ows. I am advised that
<br />the investment in the plant and property will amount to approximately $?5,000.00.
<br /> I.F. L~ucks, Inc. have asked tha%they be exempted from taxes on their land
<br />and buildings for a period of five years under Section435 B of the Tax Code,as a help to them
<br />in getting their business starSed and on a paying basis. They do not ask to be exempted ~om
<br />taxes on machinery. I feel that this plant will be a valuable asset to the City, and a mater-
<br />ial benefit to the fs~mers in this locality, as it will provide a ready market for their soy
<br />beans.
<br /> I have h~d several conferences with these people and believe it to be to the
<br />City's interest to relieve the I.F. Lauoks, Inc. f~om real estate taxes on their property in
<br />Portsmouth for the years 1933 and 193~. Such an arrangement wilt be satisfactory to these
<br />people and as previously agreed, I have prepared and am attaching a resolution to this effect,
<br />provided the plant'continues in operation du~ing this psriod, the adoption of which is recom-
<br />mended. This resolution has been aDproved by the Oity Attorney and t trust it will receive
<br />you~ approval.,

<br /> "WHEREAS, Section 435 B of the Tax Oode authorizes the governing bodies of
<br />cities in this State to exempt manufacturing establishments and works of internal improvement
<br />from local taxation for a period not exceeding five years as an induoemen~ to their location
<br />in such city in pursuance to Section 189 of the Oonstitution of Virginia, provide~d such manu-
<br />facturing establishment or work of internal imorovement does not compete with any existing es-
<br />tablishment or industry, and provided further ~hat such governing body-shall enter of record
<br />it s conclusion that the loss in revenue due to such exemption will be mo~e than compensated
<br />
