July llth~ 1933.

At a regular meeting of the City Council held July ll~,h, 1933, at 8:00 P.M.,
there were present:

Vernon A. Brooks, Leslie T.
Archibald Ogg.
C it y Manager.

Fox, W. R. Hutchins, S. B. Moore,

J. Alden Oast,

Minutes of regalar meeting held June 27th, were read and ~0proved.

The following communications from the City Manager were.read:

1st - "I submit herewith an ordinance entitled: 'An Ordinance to Contract the
Corporate Limits of the City of Portsmouth, Virginia'.
At present a little less than one-third of the West Norfolk Bridge is
within the corporate limits of the City and more than two-thirds in the county. That portion
of the bridge in the county is operated and maintained by the State. Highway Department. From
time to time questions arise with the Highway Department as to the proper distribution of the
maintenance and operating cost of this bridge. In order to eliminate this and place ~he en-
tire bridge under the jurisdiction of the State Highway Department which is desirable in many
ways, it is necessary to contract the city limits sufficient to place this bridge in the
O0~llty.
In order ~o accomplish this I recommend adoption of the attached ordinance,
the form of which has been approved by the City Attorney."

adopted:

Motion ofMr. 0gg to place the following ordinance on

"AN ORDINANOE TO CONTRAOT THE CORPORATE LIMITS
PORTSMOUTH, ~IRGINIA.,

its first reading, was
OF THE CITY OF

The Oity Manager made a verbal repor~ of his attendance on the Institute of Public
Affairs at Charlottesville, Va.

The Ci~y Manager reported that the 0ity had been allocated $$4,000.00 for the im-
provememt of County St. Road from Sixth Ave. to the City limits from the Federal Road Fund,

The following letter from the City Attorney was read:

,At your last meeting you referred to me a petition of M~. R. T. Williams, request-
ing a refund of Four Dollars and Ninety Cents ($4.90) on a 1933 automobile license purchased
for a Buick automobile.
Aocordiug to the information ~hich I received, Mr. Williams purchased a city li-
cense tag on June 1st for a Buick automobile weighing 3700 pounds, and paid Fourteen Dollars
and Ninety Cents ($14.90); that on the same day his car was badly d.amaged by fire, necessitat-
ing him to purchase a new one, He then purchased a Chevrolet weighing 2895 pounds, the
cerise fee for which is Ten ($IO.00) Dollars. While it is a bsd polioy to start refundi~ng any
money under Such circumstances, yet Mr. Williams has an unusual case and I think that under
the circumstances he may be refunded Four Dollars and Ninety Cents.,

adopted.

Motion of Mr. Hutchins to refund Mr. Williams $4.90 paid on his license, was

Statement of Oity 0ollector showing corrections and adjustments of water bills
for June w~s received and ordered filed.

filed.

Report of the Accounting Department for month of June was received and ordered

- NEW BUSINESS -

The following letter was read:

'Norfolk, Va., June 26th,. 1933.

Council of Oity of Portsmouth,
Portsmouth, Va.
Re: Lots 1 and 2, Block 35, Plat of Brighton
now owned by Garne~ Wilson, Portsmouth,Virginia.
Gentlemen:

I recently had occasion to examine title to the above-mentioned property, which
is located at the Southeast intersection of Effingham and Fayette Streets, Portsmouth,Virginia,
and I found that the City Collector's office has this property charged with delinquent taxes
for the years 1921 to 1925, inclusive, and also for the years 1930 to 1932, inclusive. Taxes
on this property for the years 1930 to 1932, inclusive, iht he name of Garnet Wilson are due;
however, it appears to me that taxes charged as delinquent against this property for ~he years
1921 to 1925, inclusive, are the result of double assessment. The records in the City 0olleo-
tot's office have this property for the years 1921 to 1925, inclusive, assessed in the name of
Louis Lassiter, however, Louis Lassiter at no time owned this property. For a part of the time
during which this property was assessed in the name of Louis Lassiter, it was also assessed in
the name of Garnet Wilson and I presume Garnet Wilson paid all taxes charged against him with
the exception of the years 1930,1931 and 1932. However, inasmuch as Louis Lassiter at~ no time
owned this proper~y, he naturally did not pay the taxes on same while the property was asses-
sed in his name for the years 1921 2e~1925, inclusive, which taxes in the name of Lou~ Lassi-
ter the City Collector is holding against this property.
