<br />Minutes of regalar meeting held June 27th, were read and ~0proved.

<br />The following communications from the City Manager were.read:
<br />
<br /> 1st - "I submit herewith an ordinance entitled: 'An Ordinance to Contract the
<br />Corporate Limits of the City of Portsmouth, Virginia'.
<br /> At present a little less than one-third of the West Norfolk Bridge is
<br />within the corporate limits of the City and more than two-thirds in the county. That portion
<br />of the bridge in the county is operated and maintained by the State. Highway Department. From
<br />time to time questions arise with the Highway Department as to the proper distribution of the
<br />maintenance and operating cost of this bridge. In order to eliminate this and place ~he en-
<br />tire bridge under the jurisdiction of the State Highway Department which is desirable in many
<br />ways, it is necessary to contract the city limits sufficient to place this bridge in the
<br />O0~llty.
<br /> In order ~o accomplish this I recommend adoption of the attached ordinance,
<br />the form of which has been approved by the City Attorney."

<br /> The Ci~y Manager reported that the 0ity had been allocated $$4,000.00 for the im-
<br />provememt of County St. Road from Sixth Ave. to the City limits from the Federal Road Fund,
<br />
<br />The following letter from the City Attorney was read:
<br />
<br /> ,At your last meeting you referred to me a petition of M~. R. T. Williams, request-
<br />ing a refund of Four Dollars and Ninety Cents ($4.90) on a 1933 automobile license purchased
<br />for a Buick automobile.
<br /> Aocordiug to the information ~hich I received, Mr. Williams purchased a city li-
<br />cense tag on June 1st for a Buick automobile weighing 3700 pounds, and paid Fourteen Dollars
<br />and Ninety Cents ($14.90); that on the same day his car was badly d.amaged by fire, necessitat-
<br />ing him to purchase a new one, He then purchased a Chevrolet weighing 2895 pounds, the
<br />cerise fee for which is Ten ($IO.00) Dollars. While it is a bsd polioy to start refundi~ng any
<br />money under Such circumstances, yet Mr. Williams has an unusual case and I think that under
<br />the circumstances he may be refunded Four Dollars and Ninety Cents.,

<br /> now owned by Garne~ Wilson, Portsmouth,Virginia.
<br />Gentlemen:
<br />
<br /> I recently had occasion to examine title to the above-mentioned property, which
<br />is located at the Southeast intersection of Effingham and Fayette Streets, Portsmouth,Virginia,
<br />and I found that the City Collector's office has this property charged with delinquent taxes
<br />for the years 1921 to 1925, inclusive, and also for the years 1930 to 1932, inclusive. Taxes
<br />on this property for the years 1930 to 1932, inclusive, iht he name of Garnet Wilson are due;
<br />however, it appears to me that taxes charged as delinquent against this property for ~he years
<br />1921 to 1925, inclusive, are the result of double assessment. The records in the City 0olleo-
<br />tot's office have this property for the years 1921 to 1925, inclusive, assessed in the name of
<br />Louis Lassiter, however, Louis Lassiter at no time owned this property. For a part of the time
<br />during which this property was assessed in the name of Louis Lassiter, it was also assessed in
<br />the name of Garnet Wilson and I presume Garnet Wilson paid all taxes charged against him with
<br />the exception of the years 1930,1931 and 1932. However, inasmuch as Louis Lassiter at~ no time
<br />owned this proper~y, he naturally did not pay the taxes on same while the property was asses-
<br />sed in his name for the years 1921 2e~1925, inclusive, which taxes in the name of Lou~ Lassi-
<br />ter the City Collector is holding against this property.
