<br /> At a regular meeting of the City Council held August 8th, 1933, at 8:00 P.M.,
<br />there were present:

<br />Vernon A. Brooks, Leslie T. Fox, W.R. Hutchins, Arthur .Mayo, S.B. Moore,
<br />J.' Alden Oast, Archibald Ogg.
<br />City Manager.
<br />
<br /> Minutes cf regular meeting held July 25th and special meeting held July 31st, were
<br />read and approved.
<br />
<br /> The following communications from the City Manager were read:
<br />
<br /> 1st - ',At the request' of the Park View Garden Club, I have had prepared by the
<br /> City Attorney and ~m attaching, an ordinance entitled,
<br /> 'An Ordinance Prohibi~ting the Pla~ting of Sycamore Trees
<br /> Within the Gity.'
<br /> the adoption of which is recommended.
<br /> The Garden Olub advises that they made this request because of the well-
<br /> known fact that sycamore trees are not only harborers of caterpillars and other harmful in-
<br /> sects, but also keep the pavements beneath them dirty and unsightly. In addition to the com-
<br /> plaint from the Garden alub, I have had numerous complaints this summer from citizens regard-
<br /> ing caterpillars falling on t heir pc~ches and lawns. I have also been requested on several
<br /> occasions to cut down amd remove sycamore trees, for the reason that caterpillars were falling
<br /> in the yards and making it dangerous for children to use the yards where the caterpillars were.'

<br /> On motion of Mr. ~ox, the following ordinance was placed on its first reading:
<br />
<br /> 'AN 0RDINANOE PROHIBITING THE PLANTING OF SYaAMORE TREES WIT~IIN THE OITY.,
<br />
<br /> 2nd - 'Contract with H.H. Dunn for the removal cf night soil expires August 15th,
<br />1933. I advised Mr. Dunn under date of May 6th, 1933 that this contract would not be renewed,
<br />as the City would perform this service after August 15th, 1933. This work can be performed
<br />by the Oity for $2,000.00 less per annum than it is now costing under our present contract. To
<br />do this, it will be necessary to purchase a truck, some cans and other equipment at a cost not
<br />to exceed $950.00. There will ~e saved from August 15th to December 31st en the present eon-
<br />tract, as a result of the (~ity doinE this work, $6?5.00. '
<br /> I request authority to use the saving of $6?5.00 for the remainder of this
<br />year, in the purchase of necessar, y e~ipment to perform this work, and an additional appropria-
<br />tion of $275.00 to make up the dmfferenee between the saving ~his year and the cost ef the
<br />eqaipment. If this is done, we will realize a saving cf at least $2,000.00 en this work next
<br />year, compared with the present contract.,

<br /> Motion of Mr. Moore to concur in the City Manager's recommendation and that au
<br />appropriation of $2?5.00 be made for said purpose.

<br /> Substitution by Mr. Brooks to refer back to the Oity Manager to get bids on same,
<br />with the Oity submitting a bid, was lost, and by the following vote:

<br /> M_v. Ogg, Ohairman of Oommit~ee to confer with a committee from the Supervisors
<br />of Norfolk Oounty on bill owed by the aounty for water furnished the County Jail, reported
<br />progress.
<br />
<br /> The following eommu~ication from the ~ity Manager, laid on table until this meet-
<br />ing, was taken up and read, and on motion of Mr. Fox, was continued on table:
<br />
<br /> ~The Oity Ocllector has prepared, in accordance with my request, a statement
<br />showing all real estate taxes due and unpaid as cf July lOth, 1933. This statement shows the
<br />name of owner,-address and amount due for taxes by years on each piece of property. The un-
<br />Collected taxes as of July 10th, accordimg to this statement, amount ~o $580,~33.11.
<br /> There are quite a few u_~paid tax tickets which we have been unable to assign to
<br />any person or piece of property. I Will make a complete report en these tickets at sa early
<br />date, at which time I Will suggest disposition to be made ef these uncollected and nr~.ssign-
<br />able taxes, which were charged~'to the Gollector some years past.
<br /> Ia view of the large amount of uaoolleeted taxes due sad unpaid at ~his time
<br />and the decline in tax. payments, during the past year or more, I am instructing the Oity Ool-
<br />lector to immediately levy and oollee~, rents from all revenue producing property on which
<br />taxes are delinquent. I am also notifying all city employees ~hat they must pay their delin-
<br />quent taxes promptly, and hereafter pay their taxes when due. In addition to this, I recom-
<br />mend that we advertise for sate all property on which t axes are due, giving name in which pro-
<br />perry is assessed, location and amount of taxes due on each piece of property and add an
<br />amount to-these taxes to cover the cost of this advertising.,
