Brinson, <br /> City Olerk, <br /> ~ortsmouth, Va. <br /> <br />~Portsmouth,.Va., <br /> A~st 28tn, 1933. <br /> <br />Dear Sir: <br /> <br /> Please call a special meeting of the City Oouncil to be held in the Gouncil <br />Chamber at 8:00 P.M., on the evening of August 29th, 1933, to consider the endorsement of <br />Hon~ E. T. Humphries of NorfoLk Oounty to succeed the Hon. I. Walks Truxton, as member of <br />the State Highway Oommission from the S~cuffolk District. <br /> <br />Yours truly, <br /> <br />J. ' <br /> <br />The following resolution was read: <br /> <br /> 'WHEREAS, announcement has been made that a vacancy will <br />soon exist on the State Highway Oo~nission of Virginia, occasioned <br />by the resignation of Honorable I. Walke Truxton of Norfolk,Virginia, <br />therefore be it <br /> <br /> RESOLVED that the 0ouncil of the Oity of Portsmouth hereby <br />endorses and recommends, in event a vacancy exists, Honorable E. r. <br />Humphries, Membe~ of the House of Delegates from Norfolk Oouhty and <br />the Oity of South Norfolk and re~oeo~fully requests Honorable John <br />Garland Pollard, Governor ef Virginia, to appoint Mr. Humphries to the <br />position and sets forth the following reasons for this request. <br /> <br /> 1. ~t~. Humphriem is a merchant and the largest farm opere~ <br />tot in Norfolk 0ounty and probably one of the largest in the Tidewater <br />section. He has been an outstanding success in his own business opera- <br />tions which is ample proof of his ability and good judgment. He is the <br />ranking member of the Road's Oommittee of th~ House of Delegates and <br />has taken a very active part in State road affairs and is thoroughly <br />oonversanz with the needs and operations of the Highway Depa=tment. <br /> 2. Mr. H~m~phries represents a 0ounty which spent several <br />million dollars for road building before the State had a Highway De- <br />partment and his ideas are progressive but no~ wasteful. <br /> 3. Norfolk Oounty and its immediate environs contains <br />nearly yO per cent of the population of the Suffolk District of the <br />Highway Department and an even larger percentage the taxable values <br />of that area. <br /> <br /> For these and other reasons, this 0ouncil feels that <br />Mr. Mumphries is the logical successor of Major Truxton. <br /> <br /> RESOLVED FURTHER, that a copy of the above resolution <br />be sent to Honorable John Garland Pollard, Governor of Virginia.' <br /> <br />Motion of Mr. Fox to adopt. <br /> <br />Motion of Mr. Brooks to lay on table was adopted. <br /> <br />The following petition was read: <br /> <br />'Portsmouth, Va., Aug. 29, 1933. <br /> <br />Hon. Alden Oast, <br />Mayor Oity of Portsmouth, <br />Portsmouth, Va. <br /> <br />Dear Sir: <br /> <br /> .we, the owners of property and tenants in block 100, High St. Portsmouth, Va., <br />respectfully petition you as the official head of this city to cause to be removed the men- <br />ace now confronting our property and our businesses by condition of property located in said <br />block, known and numbered ll5 and lll. <br /> <br /> This property was damaged by fire several years ago, and is now in such bad con- <br />dition that we fear serious injury to life and property. <br /> <br /> <br />
