M~ore, J. Alden Oast, A~ohibald Ogg. <br />· City Manager. <br /> <br />Minutes of regular meeting held September 26th were read and apt~ eyed. <br /> <br />The following oo~mnunications from the Oity Manager were read: <br /> <br /> 1st - "Relief work for the unemployed is being continued with the aid of Federal <br />funds, and it new appea~s that this work will continue through this winter. As previously <br />advised you, the Oity is required to furnish the supervision, tools and materials for these <br /> <br /> The present authorization for supervisio$, tools, and materials is ex- <br />hausted. Therefore, a special approprxation of $600.00 is reGuested for the cost of super- <br />vision, materials and tools for the unemployed forces for the remainder of this <br /> <br />Motion of Mr. Ogg to defer until later in the meeting, was adopted. <br /> <br /> 2nd - "On account of the amount of taxes due and the ~ondition of the following <br />described properties, I recommend that the Oity Attorney be direo~ed to institute ohe~ucery PrO- <br />ceed~a~gs for the sale of these properties at an eazly date a~d that I be authorized to protect <br />the city, s interest when these properties are sold: <br /> 1. Property located on the-east side of First Bt. 527-529 <br /> First St. and on Henry, First and Lincoln Sts., asses- <br /> sed on the land books of the Oity in the name of the <br /> Portsmouth ~narf and Warehouse 0ompany. Taxes due on <br /> these three pieces of property h~ve not been paid <br /> since 1929 and now amount to $2,488.20. <br /> 2. Property located at 510-512 South St., assessed on the <br /> land books of the O ity in the name o£ jos. S. Orawford <br /> and others. Taxes on this property ~ave not been paid <br /> since 1921 and now amount to $2,135.4~. <br /> 3. ProperSy located on northeast corner of Butler and Lane, <br /> assessed on the land books Of the 0ity in the name of <br /> Virginia O. Hutcheson. Taxes on this property have not <br /> been paid since 190~ and now ~mount to $998.00." <br /> <br />Notion ~f N~. Alden 0asr, Oity Manager, <br />Oity of portsmouth, <br />portsmouth, Virginia, <br /> <br />-My dear Mr. Oast: - <br /> <br /> The Commission expects that the investigation, inaugurated some months ago, rela- <br /> tive to the reasonableness of rates charged the public by the Virginia Electric & power Oom~ <br /> party, of which Portsmouth is included in the territory, will be completed by the l?th of this <br /> month, We are hereby e~tending to you and a~l of the other officials of Portsmouth, Virginia, <br /> an invitation to meet w~th us on the lyth at ll:OO A.M., at which time, the representatives c~ <br /> the Virginia Electric & Power Oompany will meet with us,.and we will al~ together go over the <br /> report, which will be submitted to the :~ommissien, at this time, by Mr. Allen J. Saville, en- <br /> gineer in charge of ~his investigation. <br /> We sir~erely ~rust that all of you may be present. Lester Hooker, Oommissioner? <br /> <br /> Motion of Mr. Fox that the O~yNanager and the Oity Attorney be authorized to at- <br />tend this meeting, was adopted. <br /> <br /> 4th - The Manager made ~ statement of attendance at the meeting of the League of <br />Virginia Municipalities in Danville, Va. in September. <br /> <br />The following communication from the City Attorney was read: <br /> <br /> ~At your last meeting, you referred to me the request of the Trustees of Esther <br />~hap.ter, Order of the Eastern Star, for the relief of the 1933 taxes on property assessed <br /> 17-q-19 Oounty s~reet and one lot on the south side of Oounty Street. Esther 0hapter put <br />chased this prOPerty in May, 1933, and at that time I Dad paid through the suit of 0ity of <br />portsmouth vs. Joseph S. Orawford et als, taxes up to the date of transfer, amounting to <br />$39.90 cn account of the 1933 taxes. Esther Chapter is a benevolent association and the pro- <br />perry is used exclusively for lodge p~poses and under the policy adopted by the Oity Oouncil, <br />it should be relieved oZ the balance due on the taxes for the year 1933, which amounts to <br />$90.75. <br /> The above mentioned property was sold in the suit instituted by the Oity against <br />Jos~ph.S. Orawford et als., and the court in its order of distribution directed that the sum <br />of $2765.00, together with p~o-rata taxes for !933, be paid. The Soeoiml Commissioners paid <br />to the Oity Oollector the sum of $2y66.85 on ~t~xes for the years 1902, 1903, 1907, 1908, 1925, <br /> <br /> <br />
