At a regular meeting of the <br />there were present: <br /> <br />City Council held October 2[~th, 1933, at 8:00 <br /> <br />Vernon A. Brooks, Leslie T. Fox, <br />J. Alden 0ast, Archibald Ogg. <br />City Manager. <br /> <br />W.R. Hutchins, <br /> <br />Arthur Mayo, <br /> <br />S.B. E core, <br /> <br />Minutes of regular meeting held October loth were read and ~oproved. <br /> <br />The following eommunica~Zon-from the 0ity Manager was read: <br /> <br /> 1st - "The ordinance I submitted to you on July llth, 1933 to contract the corPo- <br />rate limits of the Oity has been advertised and handled as required by law, and I am pleased <br />to advise that the Oirouit 0curt of the Oity of Portsmouth ordered and confirmed said ordi- <br />nance on the 25th day of'September, 1933. <br /> Copy of the order of the Court is attached., <br /> <br />On motion the same was ordered filed. <br /> <br />titled: <br /> <br />like amount of bonds falling due on <br /> <br /> Notion of Er. Mayo that <br />was adopted. <br /> <br />2nd - "I s~omit herewith an ordinance, the adoption of whieh~I recommended, eh- <br /> <br /> mAN ORDINANCE AUTHORIZING THE ISSUANCE OF FOURTEEN <br /> THOUSAND DOLLARS ($14,000.00) OF REFUNDING BONDS OF <br /> THE CITY OF PORTSEOUTH, VIRGINIA; MAKING PROVISION <br /> FOR THE FORE OF SAID BONDS AND FOR THE PAYMENT <br /> THEREOF. ~ <br /> The proceeds from the sale of these bonds are to be used in retiring a <br /> December let, 1933.,f <br /> <br />the recommended ordinance be_olaced on its zz_st~'v reading, <br /> <br /> 3rd - "In making application to the Governor for relief funds out of the funds <br />which the Commonwealth of Virginia may secure under the orovisions of the Federal Emergency <br />Relief Act of 1933, the State Emergency Relief Administration requires information as to the <br />number of resident families and others requiring direct and work relief, and an estimate of <br />the cost to provide relief to such famz_zes. <br /> They also require a resolution of the Council authorizing the execution of <br />our aoplication for relief funds. I have prepared an application for relief funds amounting <br />to $2~,323.81, for the mnnths of Nove_mber and December 1933, s~ud request your approval of the <br />following resolution, authorizing me to sign ~pplieation to the Governor for these funds: <br /> <br /> ~Whereas, the funds available for relief needs <br /> are inadeGuate to meet the relief needs of those in <br /> the City~ <br /> We hereby authorize H.B. Anderson, City Manager <br /> of Portsmouth to execute, on behalf of the City of <br /> Portsmouth, application to the Governor of the State <br /> of Virginia, for relief funds amounting to $24,323.81, <br /> which the Commonwealth of Virginia may secure under <br /> the Federal Emergency Relief Act af 1933, which funds <br /> are to be used in furnishing relief and work relief <br /> to needy and to distressed people, and in relieving <br /> the hardship resulting from unemployment in the City <br /> of Port~mouth, during the months of November and De- <br /> cember, 1933." <br /> <br />was ~dopted. <br /> <br />On motion of ~. Hutchins, the resolution recommended by the ~ity N~a~ager <br /> <br /> The Manager stated that he was in Richmond today with several representa- <br />tives from Norfolk County and .appeared before the State Highway Commission and requested a <br />grant from funds provided to Virginia.for ~oads to repays High St. from Chestnut S~ to .~water <br />St,, but seemingly without success. <br /> <br /> Notion of Mr. Brooks that the president of the Council and the City Manager <br />be appointed a committee to continue the effor~ to secure funds to repays High St., and to op- <br />pose the expenditure of such a large amount of money from public funds to reolace Campostella <br />Bridge, which bridge is entirely within the confines of the O ity of Norfolk ~nd such an allo- <br />cation from Government funds, will militate against meritorious and necessary work in other ci- <br />ties and counties of the State, was adopted, and by the following vote: <br /> <br />Ayes: Brooks, Fox, Hutchins, Mayo, Moore, 0asr, 0gg - ~. <br /> <br />NayS: None. <br /> <br />The following commonication from the ~ity Attorney was read: <br /> <br /> "At your meeting held on March 14, 1933, you referred ~o me "certain tax <br />tickets with the instruction that the penalty and interest due be collected according to law" <br />and that I report back to the Council. With the exception of those cases in which payment was <br />delayed on account of the Bo~rd of EqualiZation,and those cases in which the amount of penal- <br />ties was less than fifty cents, there were two hundred and fifty sheets containing the names <br /> <br /> <br />
