I00 <br /> <br /> Notion of Mr. Hutchins to refer to the .0ity ~Nanager ~'or recommendation at <br />meeting at which License Tax Ordinance is presented, was adopted. <br /> <br />The following letter was read: <br /> <br />,,Portsmouth, Va., Jan. 22nd, 1934. <br /> <br />Portsmouth City aounoil, <br /> <br />Gentlemen: <br /> I respectfully request reimbursement of $10.13, with interest $7.29, total <br />$1y.42 for taxes collected from me in erro~ ~or 1919, 1920 and 1921, and relief from charges <br />made erroneously to the amount of $106.26 from 19~2 to 1933, inclusive. These collections and <br />charges were made by including one lot and house adjoining mine in the southwestern cornsr of <br />the City, but which the county still carries on the booke in the n~me of Little Hinton. A <br />pending application to the Home: Owners' Loan Corporation for money to pay taxes, etc., neces- <br />sitates my requestir~ expeditious adjustment of this matter. <br /> Will the water and sewer systems be extended to this section while G.~.A. work <br />is in progress? For years I have tried to be patient under high ta~es and city restrictions <br />without the necessities and conveniences which the ~ity is expected to supply. <br /> To me the most serious of these restrictions is the one which forbids the keep- <br />ing of mots than two cows by an individual. This put me out of the dairy business and forced <br />me to gry to make a living and pay exoenses by truck farming under very unfavorable conditions. <br /> The pump water here is ~nfit for drinking or cooking, too hard for wash water, <br />and hardly fit for stock to d_rink. We are obliged to catch and keep rain water and use water <br />from melted ice. The sacrifice o~ health and comfort is too great. Brooks stated that while O.W.A. money was available for labor, he would move <br />that the ~y Eanager secure estimate of cost for the following ~tems and report back to the <br />Council at next.meeting: <br /> l~l' Terra ootta drain in the open drain back of W.$. Ps~rker's property. <br /> Terra cotta drain in the open drain along Washington Bt. between <br /> Lincoln and Harrison Sis. <br /> l~l Pot prcteotion of residents on North Dinwiddie St., from tidal overflow~ <br /> General extension of s.ewer system where needed. <br /> Said motion was adopted. <br /> <br /> Mr. Fox made motion that the matter of connecting.the Douglas Ave. School to the <br />sewer system be referred to the Oity Nanager. Notion was adopted. <br /> <br /> Mr. Brooks stated that skating on the streets as at present was dangerous and <br />on motion by him, the Gi~y Nanager was given power to act in working out a plan of roping off <br />sections of streets at certain hours for skating purposes. <br /> <br />Nr.
