101 <br /> <br />February 13th, 193~. <br /> <br /> At a regular meeting of the City Oouncil keld February i3th, 1934, at 8:00 P.M., <br />there were present: <br /> <br />Vernon A~ Brooks, Leslie T. Fox, W.R. Hutchins, Arthur Mayo, S.B. Moore, <br />J. Alden-Cast, Archibald Ogg, 0ity Ma~uager. <br /> <br /> Minutes of regula~ meeting held January 23rd, were read and approved. <br /> <br /> The following communications from the 0ity Manager were read: <br /> <br /> let - "Mr. J.E. Travers, Hoseman in the Fire Department, requested in a letter <br />to Ohief Alexander, dated~ Feb. let, that he be retired on a pension, in accordance w'ith the <br />City, s retirement rules. <br /> Ch~ief Alexander recommended, under date of Feb. 26th, the retirement of <br />Hcseman Travers, due to his age and disabilities. In view of Mr. Travers' request for retire- <br />ment and Ghie'f Alexander's recommemdation, I asked hLm to appear before Dr. Roper for physical <br />examination and then before the Retirement Board. Dr. Roper recommends in his report-of his <br />~edical examination that in view of Mr. Travers' heart condition and poor vision, that he be <br />retired because of his inability to perform the full duty of a fireman. Mr. Travers will be <br />sixty years of age on March lyth. The Retirement Board recommends that Mr. Travers be retired. <br />His record in the Fire Department is as follows: Appointed January l, 1906; resigned December <br />31, 1912; r~e-appointed October l~, 191~, and has been in continuous service since then. <br /> In view of the reGuest of Mr. Travers, recommendation of Ohief Alexander, <br />Dr. Roper and the Retirement Board, I recommend that Mr. Travers be retired, effective Febru- <br />ary 28th, 1~34, at an annual pension of $664.6?. This amount can be provided for without any <br />increase in the 1934 budget appropriations." <br /> <br /> Motion of Mr. Fox to oonott~ in the Manager's recommendation, was adopted, and <br />by the following vote: <br /> <br />Ayes: Brooks, Fox, Hutchins, Mayo, Moore, Oast, Ogg - y. <br />Nays: None. <br /> <br /> 2nd - "The School Board requests, under ~ate of February 8th, that we remove or <br />amend that pa~t of the budget ordinance for 1935, reading a~ follows: <br /> 'If the School Board receives during the year of 1~35 from all other <br /> sources than the City, over $75,836.85, then the difmerence between <br /> $~5,836.85 and the amount actually received, shall be deducted from <br /> the appropriation made by the Oity., <br /> In view of the fact that it was found necessary to reduce the budget re- <br />quest of the School Bo~rd for 193~ by $5,73~.85, I recommend that we increase the amount to <br />be retained by the School Board from ~ll other sources than the Oity, from $75,836.85 to <br />$81,571.50. I u~erstand that if this additional amount of $5,Y34.65 is received from the <br />State and the School Board is allowed to retain it, that it will not be necessary for the <br />School Board to shorten the school term during 1935, and it will also eliminate the necessity <br />of the School Board having to deduct three days pay from the teachers in December., <br /> <br /> Motion ~ Mr. Hut~ohins to concur in the Manager's recommendation, was adopted, <br />and bythe following vote: <br /> <br />Ayes: Brooks, Fox, Hutchins, Mayo, Moore, Oast, Ogg - y. <br />Nays: None. <br /> <br /> 3r~ - "I submit herewith report of audit of the 0ity~s books for the ~ifteen <br />months period from Oct. 1st, 1932 to Dec. 31st, 1933, which was made by J.A.D. Parrish, Oer- <br />tifiedPublic Accountant, in accordance with engagement made. You have been fttrnished with <br />a copy of the consolidated balance sheet in this report which shows an accumulated deficit <br />Dec. 31st, 1933 of ~112,083.60, which is $176,1y8.9~, less than the .accumulated deficit at <br />Sept. 30th, 1932. For your information, I have furnished you with cbpy of the Accou~tant,s <br />comments in the reoort, and wish to call your attention to the following pertinent fact~ dis- <br />closed by the audi% report: <br /> The first paragraph of the Accountant's comments invites attention to the <br />fact that the 1933 total apozopFiations ~ere SYO,y4~.93 less tha~ 1932 total Approoriations, <br />and thel933 total Expense ~as $1?2,2S?.~S less than 1932; and that there was an U4expended- <br />Appropriation surplus of $71,915.8~ at the end of 1933, compared with an Approoriation Deficit <br /> Of $29,628.68 at the end of 1932. - <br /> The comment also carries a comparative statement of Revenue and Expense <br />of the General Fund for the years 1933 and 1932, exclusive of Proceeds from Bond Sales, which <br />shows the following: Oomoared with 1932, Revenue during 1933 decreased $35,531.57, while Ex- <br />cerise ~ecreased $112,28~.~8. If the full amount due the Sinking Fund in 1932 had been paid <br />~nd charged to Expense, the decrease in Expense for 1933 compared wi~h 1932 would have been <br />$212,287.48 instead of $172,287.~8. I~ other words, on a fair comparative basis, the General <br />Government e~penses during 1933 were $212,2S7.~8 lees than 1932. This comparative statement <br />also shows ~na~ Revenue during 1933. was $28,306.11 more than Expense. This shows that the <br />City lived within its income during 1933 and spent $108,~49.80 more than its income during <br />1932. <br /> Your especial attention is directed to~ th~ Accountant's comment regard- <br />ing Uncollected Taxes due to the Oi~y at December 31st, 1933, amounting to $33,980.87 more <br />than Temporary Loans, and that reference by the Accountant to the annual reports in the office <br />of the Ci~ Auditor disclosed this condition to exist for the first time in many yea~.
