This should <br />not be complained of, as the officers use their ears for city work a~d have only a bare al- <br />lowance for gasoline, therefore the washing of these cars seems a very reasonable exp_ense, <br />especially when it is taken into consideration that the City of portsmouth ow~s its own wa- <br />ter plant, and it would make no material d~ferenee in the City's expense iT all pumpings o~ <br />water were cut of~ ~rem the jail, owing to the vast quantity of water used in this section. <br /> In consideration of these facts, the imposition of the wate~rent and .the fact <br />of making me a water consumer along with other citizens, appears to be a special hardship im- <br />posed upon me at this time. I therefore respectfully request that you ~elieve me of the water <br />bills for the City Jail. R.
