<br /> Vernon A. Brooks, Leslie T. Fox, W.R. Hutchins, Arthur Mayo, S.B. Moore,
<br /> J. Alden Oast, Archibald Ogg and flityManager.
<br />
<br /> Minutes of regular meeting held March 13th were read and approved.
<br />
<br /> The following cemm%mication from the Oity Manager was read:
<br />
<br /> 1st - "I herewith ~ubmi~ ordinance e~_titled "An Ordina~e.!mposing a License
<br />Tax for~the Oity cf Portsmouth, va., xor ~ne Year BeginnlngMay 1st, 1~35~"
<br /> There are some changes in the attached ordinance compared with the or-
<br />dinance now in effect. A synopsis of the principal changes and a copy of the ordinance will
<br />be supplied ~u in the next few days."
<br />
<br />Motion-of Mr. Mayo to place the ordinance on first reading was adopted.
<br />
<br /> The City Manager stated that he had not as yet received sufficient information
<br />in regard to the proposed bridge connecting the City Park with property on the South to make
<br />a report at this time,.~ut he would have a report at the next meeting of the flouneil.

<br />The following communications from the 0ity Attorney were read:
<br />
<br /> "At your meeting on February 2~th, 1934, you referred tc me a bill presented
<br />by W.C. Gray of 2019 Glasgow Street, claiming ~wo rewards, one for $25.00 for the arrest cf
<br />Rollin Naywood, Roy Roberts, William Buttler and Ha~ry Houghton for destroying proper~y on
<br />November 23,~i~33, and another for the arrest of Charles Ooston, James Watson and James
<br />Brown, on February 5, 1~3~ for tur~.ing in a false alarm.offire. .
<br /> Oonsidering the cla~mof $25.00, I find that the Oi~y Oouncml on March 9,1931
<br />passed the following resolution, "That the city offer a reward of $25.00 to any citizen who
<br />will furnish evidence that will lead to the conviction of anyone who wantonly destroys the
<br />property of others". The four boys were arrested by Police Officer Ellis in the brick build-
<br />ing at the Corner of the Belt Line Railway and Glasgow Street, and were tried on a charge of
<br />destroying private property, convicted in the Juvenile Oeurt and put on probation for the
<br />term of one year. Mr~ Ellis was sent from the police station in answer to a telephone call,
<br />and was met by Mr. 9r~ at t~e premises on Glasggw St. Mr. Gray states that he made the call
<br />from Boyce & Kirchm~er s wooayard, and gave the mnformation which led to the arrest. He al-
<br />soappeared as a witness. Mr. Lassiter, the Police Officer, who auswered the telephone,
<br />states that Mrs. Gray called. Mr. Ellis did not receive it, but was directed to go from the
<br />office. From the almove, it appears tha~ Mr. Gray has Brought himself under the provisions of
<br />the resolution.
<br /> As to the claim of $50.00, the Oity Oouncil passed the following resolution on
<br />March 25, 1930, "That after this date a reward of $50.00 be given to any person ~ho will fur-
<br />nish information that will lead to the arrest and conviction of the person giving a false
<br />alarm of fire., The second mentioned three boys were arrested for turning in a false alarm
<br />from the fire a/arm box at the corner of High Street and Mount Vernon Avenue. They were also
<br />convicted in the Juvenile Court and_placed on probation for one year. Mr. Gray appeared as a
<br />complaining witness and seems to have instigated the arrest. He claims to have obtained the
<br />information by overhearing boys talking on the street corner. There had been quite a number
<br />of false alarms turned in from this box during the month of Js~uary, and members of the Fire
<br />Department were also working on information concerning the same boys. From the information
<br />which I have obtained, it appears that Mr. Gray has also brought himself under this resolu-
<br />tio n.

<br /> Motion of Mr. Brooks to concur in the Attorney's recommendation and that an
<br />appropriation of $~5.00 be made, was adopted.
<br />
<br /> "At your last meeting you referred to me a letter from J.A. Fannim, requesting
<br />relief of taxes for 1933 assessed against the building 616-618 Summit Avenue for the reason
<br />that the building was razed in January, 1933. Under the lgws of this 8tats, a person is as-
<br />sessed with taxes for whatever property he owns on January 1st of each year. This date is
<br />made the "dead line, and the destruction of the property during the year does not relieve the
<br />owner from paying the taxes. Nor is he assessed for a new house built after January let.
<br />Hence, Mr. Fannin is not entitled to the relief.,
<br />
<br />Motion of Mr. Brooks to receive and file, was adopted.
<br /> - NEW BUSINESS -
<br />
<br /> Bill of J, Shirley Hope, State Game Warden, for killin~ 59 tagless dogs at
<br />$~.50 each, in amount $1g~.50. '
<br />
<br /> Motion of Mr. Fox that the Oity Treasurer be authorized to pay said bill from
<br />funds in her hands from collection of Dog Taxes, was adopted.
<br />
<br /> The following petition was read:

<br /> we the undersigned citizens of Not, roe Ward, most respectfully petition your
<br />honorable body to abate what we consider a nuisance. Mr. V.T. Boyd, 2206 King St., this city
<br />maintains a "cow" on his premises and vacant lots between 6th and yth Avenues. and Oounty and
<br />Kine Streets. we would thank you if you would have your proper officials investigate this and
<br />
