At a regular meeting of the City Council held April 24th, 193~ at 8:00 P.M., <br />there were present: <br /> <br />Vernon A. Rooks, Leslie T. Fox, W.R. HutChins, Arthur Mayo, S.B. Moore, <br />J. Alden Oast, N. F. Parrish, the City Manager. <br /> <br /> Minutes of regular meeting, April lOth, and special meeting, April l?th, were <br />read and approved. <br /> <br /> Notion of Mr. Mayo to suspend the rules and to hear Mr. ~j0Yner of the American <br />Legion, was adopted. <br /> <br /> Hr. Joymer stated that the National Commander of the American Legion would be <br />here on May 8th and the Legion will have a public meeting on that date and asked the use of <br />the City Auditorium without expense, <br /> <br /> Motion of Mr. Mayo that if the Legion pay for use of the a~ditorium, the City <br />will appropriate $15.00 to reimburse them, was adopted; <br /> <br /> The following communications from the Ci~y Manager were ~ead: <br /> <br /> let - "Please be advised that Mr. Elridge R. 'Story was appointed to the regular <br />police force effective April 12th, 1934, tc fill a vacancy in the force. <br /> Mr. Story was appointed substitute police officer effective Feb.. llth, <br />1930, Sinc~which time he has rendered very satisfactory service.. <br /> <br />On motion, same was ordered fXled. <br /> <br /> 2n~- "X. find tJaat there is due on the property $617-619-621-623-625 Crawford <br />St., City taxes for the years 1921 to 1933, amoumting to $6,182.87. <br /> This property was owned by Mm: L. Eootz, who, in addition to the taxes, <br />owed a large debt on the property. In 1930, he conveyed the property to Mr. Wm. H. Oast, an <br />attorney representing the creditor holding the deed of trust. The City Collector has made <br />several efforts to collect the tax~s and we finally decided tc recommend to your body to di- <br />rect the City Attorney to bring a suit and have the property sold. <br /> When this information was conveyed to Mm. Oast, he offered to abandon the <br />property, sc far as his client's interest was concerned and KO o~nvey the property to the City <br />This will save the cost of a chancery suit, and there seems no 'probability ~gf securing a pur- <br />chaser for the property at this time. Hr. Oas% has presented me a deed for the property and <br />I recommend that it be accepted, provided the City Attorney approves the title to the property. <br /> <br /> Motion of Hr. Fox to concur in the Manager's recommendation, was adopted. (Mm. <br />Oast excmsed from voting.) <br /> <br /> 3rd - "Recently the arches inboth furnaces of the incinerator fell, which neces- <br />sitated considerable work. before the incinerator could ~e used again. Necessary repairs are <br />umderway to the furnaces and stack. The ~ork to put the-incinerator and stack in ~ood condition <br />will cost approximately $2,300.00. In view of the necessity for this work, it has already been <br />started. <br /> There was an item in this year's budget of $200.00 for brick and repairs <br />to the incinerator which can be used in oo~uection with the repairs now being made. However, <br />in order ~o complete the work and place the incinerator and stack in good condition, it will <br />require an appropriation of $2100.00, which is requested. <br /> The furnaces in the incinerator have been in continuous operation- for over <br />six years, which is a reasonable life for fire brick furnaces of this kind. The Engineering <br />Department felt at the beginning of this year that they would be able to go through this year <br />without these major renairs, but conditions developed which make it necessary and economical <br />to make the repairs no~." <br /> <br /> Notion to place an appropriation of $21~0.00 for this purpose on its first read- <br /> ing, was adopted. <br /> <br /> 4th - "The proposed ~0" water main from Lake Eilby Station tc the intersection <br />of. Pinner and Washington Streets in Suffolk to safeguard the supply of water for Portsmouth by <br />providim~ two 2" mains from the Lake Kilhy Station to Portsmouth can be constructed at an es- <br />timated cost of $45,418.00 if the materials are ordered in the near future. Th~ expense ef <br />this work is included in this year's budget of the Water Department.~ <br /> In view of the importance of this water main to the supply system f~r <br />Port~mouth I recommend that the work be authorized so that the materials may be ordered prior <br />to April 2?th, 1934, the date on which the foundries advise that the price of cast iron main <br />will be increased. <br /> There will be between $20,000.00 and $25,000.00 available in current funds <br />off,boWater Department for this purpose. The remainder oan be secured through the issuance of <br />bonds or Dy a temporary loan. The last payment of $27,3~1.00 to the U.S. Government for the ad- <br />ditions to the Water Department'property made by the Government, will be made on July let of <br />this year, which will result in this additional amount of cash being available during 1~35 and <br />thereafter for improvements or other work." <br /> <br /> Notion of Mr. Hutchins ~o concur in the Manager, s recommendation, was adopted, <br />and~by the following vote: <br /> <br /> Ayes= B~ooks, Fox, Hutchins, Mayop Moore, Cast, Parrish - 7. <br /> Nays$ None. - <br />5th - "I have investigated the request of Mr. Vincent L.
