<br /> At a regular meeting of the. City Oouncil held May 8th, 1934, at 8:00 P.M., there
<br />were present:

<br />Vernon A. Brooks, Leslie T. Fox, W.R. Hutchins, Arthur Mayo, S.B~ Moore,
<br />J. Alden Oust, H.F. Parrish, the City Manager.
<br />
<br /> Minutes of regular meeting held April 24th and special meeting held April 30th,
<br />were read and approved.
<br />
<br /> The following commumications from the Oity Manager were read:
<br />
<br /> let - "On account~of the condition and the amount of taxes due on property located
<br /> at 324 Harrison Street, assessed on the land books in the name of L.M. Gocdman, I recommend
<br /> that the City Attorney be directed to institute chancery proceedings for the sale of the pro -
<br /> perry, and that I be authorized to protect the Oity~s interests when the property is sold. The
<br /> taxes on this property have not been paid since 1925 and amount
<br /> The Building Inspector has received numerous complaints concerning the con-
<br /> ~ition of the building and advises that the property is a detrimeut to the neighborhood. If it
<br /> is necessary for the Oity to acquire this property for the taxes due, it will be my purpose to
<br /> remove the building in compliance with request of those living in this vicinity..
<br />
<br /> Motion of Mr. Brooks to concur in the Manager's recommendation, was adopted.
<br />
<br /> 2nd - "On account of the condition amd the amount of taxes due on property located
<br /> at 709 South St., assessed on-the land books in the name of Geo. H. Burroughs and others, I
<br /> recommend that the City Attorney be directed to institute chancery proceedings for the sale of
<br /> the property, and that I be authorized to protect the Gity's interests when the property is
<br /> Sold. The taxes on this property have not been paldsince 1923 and amount to $552.19.
<br /> The Building. Inspector has received numerous complaints concerming the con-
<br /> dition of this building and advises that the property is a detriment to the neighborhood. If
<br /> it is necessary for the City to acquire this property for the. taxes due, it will he my purpose
<br /> to remove the building in compliance with request of those living in this vicinity.,
<br />
<br /> .Motion of Mr~ Brooks to concur in the Manager's recommendation, was adopted.
<br />
<br /> 3rd - "On March 13th, I presenSed to you a resolution from the Virginia Electric
<br />& Power Company, requesting a temporary permit to operate buses from the corner of High and
<br />Crawford ets. to the western boundary line of the Oity, and to discontinue the Westhaven street
<br />railway service. Under resolution adopted by the ~ouncil, I was empowered to give permit re-
<br />quested for not ever thirty days, at which time I was to present a permanent agreement for the
<br />removal of certain tracks on High Street. On April loth, you authorized an extension of the
<br />temporary permit granted the Power Company to May 8th, 193~. -
<br /> Mr Barclay and I have had two conferences with representatives of the Vir-
<br />ginia Electric & Power Oompany, but-have been u~able to reach an agreement for the restoration
<br />of the street on High Street where the street car tracks would.be removed as result of the dis-
<br />continuance of the street car service to Westhaven. The Virginia Electric & Power Company only
<br />offered to restore the section cf the s~reet used by the street car tracks to correspond'to the
<br />present dirt fill and to out a hard surface on that part of the street used by the street car
<br />tracks at the end cf Mt. Semen Ave.
<br /> I feel that if the s~reet car company is granted permission to discontinue
<br />this service and to remove their tracks they should be required to pave that part of the street
<br />now used by their street car l~nes with similar paving to the other part of the street. The
<br />City Attorney concurs with me in this. The City Engineer estimates it would cost $5,460.00 to
<br />do this paving."

<br /> Privilege of floor was granted representative ef Virginia Electric & Power Com -
<br />pany._M~. Miller spoke for 'the Company, s petition.
<br />
<br /> Motion of Mr. Brooks to continue the privilege of operating buses on High Street
<br />from Mt. Vernon Ave. to Oity limits for thirty days and that the City Manager and OitY Attorney
<br />get the status of the right of way on High St, from Mt. Vernon Ave. to Oity limits, was adopt-
<br />ed, and by the following vote:
<br />
<br /> Ayes: Brooks, Fox, Hutchins, Mayo Moore, Oast, Parrish - 7.
<br /> Nays: None. '
<br />
<br /> 4th - The Manager recommended the adoption of the following resolution:
<br />
<br /> "WHEREAS, the State Highway Commissioner has-takem into the
<br /> State Highway system the road leading fro~ the western limits of the
<br /> Oity toward.the Norfolk-Portsmouth Bridge, commonly known as the
<br /> Gosport Road or Kings Highway and now designated as State Route ~460,
<br /> a distanc~of yS?O ft. or 1.5 miles, and
<br /> WHEREAS, the Airline Read or County St. has been widened be-
<br />tween the western limits of ~he City of Portsmouth and Sixth Avenue
<br />and is used as a part of the State Highway System and leads into
<br />Oounty St. from Sixth Ave. to Orawford St. and on through Crawford
<br />to High St., and to the Portsmouth- Norf~ik 9ounty Ferries, a dis-
<br />tance of 8600'ft. or 1.64 miles,~over which ~t is_necessary to route
<br />all heavy bus and truck traffic passing through the Oity from three
<br />.State highways in order to relieve the very congested condition on
<br />High St. -
<br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
<br />Portsmouth, Virginia, that the State Highway Commissioner be and he
<br />
