<br /> Minutes of regular meeting held May 8th were read and approved.
<br />
<br />The following, communications from the City Manager were read:
<br />
<br /> 1st - "Application from the Standard Oil 0ompany of New Jersey to renew two oil
<br />storage tanks at their plant on South St. near godwin, o~e of which has a storage capacity of
<br />17,845 gallons, and the other 17,552 gallons, wmth.two 16,000 gallon tanks, is submit%ed ~ere-
<br />with for your consideration, in accordance with ordinance ~dopted May 13th, 1923, regula%mng
<br />the construction of tanks for the storage cf oils, etc.
<br /> The Standard 0il Company advises that the present tanks are of a leaky na-
<br />ture and they desire tc replace them with two 16,000 gallon tanks in proper condition. The
<br />present storage tanks are elevated on brick piers and it is proposed to set the new tanks on
<br />a concrete foundation at ground level. The ordinamce provides that such tanks shall have a
<br />height sufficient to give a clear head room of seven feet under bottom cf tank. The plant of
<br />the Standard Omi-Company is located nea~ the.main pumping station of the Water Department on
<br />Godwin St. The Supt. of the water Department ms opposed to the erection or renewal of any oil
<br />storage tanks at ~his plant on account of it being so near the water pumping station. This
<br />plant has been located on this property ever since this territory was annexed by the City in
<br />~909. I understand this plant was erected prior to the time this property was annexed. Inas-
<br />much as this plant has been at this location for more than twenty-five years and ~ is only
<br />proposed to renew two existing tanks, you will probably wish to give favorable consideration
<br />tc this app!ieation."

<br /> Privilege of floor was granted representatives ~f the Standard 0il Oompany, who
<br />spoke in favor of this application. Motion of Mr. Brooks te refer back to the City Manager
<br />with power to. act, was adopted.
<br /> 2nd - "I regret to advise that Oapt. A. David Bouterse has resigned as Director of
<br />the Emergency Relief Bureau, effective July ?th, 1934, due to the Salvation Army terminating
<br />his leave of absence during JulFand having asked him to resume his work with them and take
<br />charge of their Portsmouth Division.
<br /> Capt.' Bouterse's services as Director of the Relief Bureau have been very
<br />satisfactory, but in view of his advice that he had been asked to return t~ the Salvation Army
<br />I accepted hisresignation with regrets.
<br /> I have recommended to Mr. Wm.A. Smith,Administrator of the State Emergency
<br />Relief Work, the appointment of Miss Elizabeth 0orbell a s Director of the Relief Bureau to suc-
<br />ceed Capt. Bouterse. Miss Corbell has been employed in the Relief Bureau for some. time as case
<br />investigator, during which time her services have been very satisfactory. She is a college
<br />graduate in social service work and ~ feel will handle this work in a very acceptable m~=uer."

<br /> 3rd - "There is a difference in cash

<br />Motion of Mr. Hutchins to appropriate $99.26 for said purpose, was adopted.

<br /> 4th - "For your ihformation~and any handling you desire to direct, I am attaching
<br />letter from Mr. Wm. A~ Smith, Administrator, State Emergency R~lief Administration, addressed
<br />to Chairmen, ~oard~ of Supervisors, Mayors and City ~nagers, anted May 9th, 193~ outlining
<br />the present situation~with respect to unfinished C.W.A~ proj&cts, and the completion of the
<br />more worthwhile projects through the employmemt of relief labor.
<br /> It appears from N~. Smith's letter that we will be unable to secure suffi-
<br />ciemt relief labor to complete the unfinished C.W.A. projects in Portsmouth, in the near fu-
<br />ture, which is to be regre~te~, as the delay in completing some of these projects is proving
<br />quite difficult in the operatmon~ of some departments of the government. However, in view of
<br />the present financial condition of the Oity, I see nothing ~ do but mark time with the hope
<br />that sufficient fumds will be supplied at an early date by the Emergency Relief Association
<br />for the completion of the worthwhile unfinished C.a.A. projects.
<br /> In order that there may be ne misunderstanding regarding the condition of
<br />unf~is~e~ O.~,~. project~,_I sug~e~t.t~at_?u ~ake a request, or authorize me to make a request

<br />the unfinished C.W.A. projects in Portsmouth, in which request should be outlmned the present
<br />condition of the projects, their usefulness to the community and any other facts pertinent
<br />thereto."

<br />UNFINISHED BUSINESS -
<br />
<br /> An appropriation of $4,371.00 for supervision and material for completion of Muni-
<br />cipal Annex and dormitories at City Home, laid on table at ~s~ meeting, was taken up ~d motion
<br />of Mr. Fox to.appropriate $~,371.00 for said purpose was adopted, and by the following vote:

<br /> Ayes: Brooks, Fox, Hutchins, Moore, Oust, Parrish - ~6.
