<br />for use of the City Auditorium without cost; therefore the regular charge of $15.00 was paid,
<br />as per receipt attached.
<br /> we are asking that this amount be refunded Shipfitters Si?B, as the meeting was
<br />of a public nature.

<br />on duSy at Portsmouth h~d been exempted from the city automobile license tax.
<br /> If it is intended to g~ant a pro rata refund to these ~he have recently put -
<br />chased licenses but w~o now are exempted from same, I hereby make application-for any refund
<br />to which I m~y be deemed, to be entitled.
<br /> I hold city automobile license No. 1219, purchased May 2~, 1934.

<br />
<br />"ViRGINIA:
<br />
<br /> IN THE COURT OF HUSTINGS FOR THE CITY OF PORTSNOUTH,
<br />To the Honorable K.A. Bain, Judge of the said Court:
<br />
<br /> In accordance with sn order entered by this Court wherein the undersigned were
<br />appointed to make an inspection of the City Jail of the City of Portsmouth in compliance with
<br />Section SS63 of the Co~e of Virginia, and make report to the Court, beg ~eave to state that
<br />an inspection of the C~y Jail of the City of Portsmouth. was ma~e at 12:00 N., on Friday,
<br />Ju~e 8th, 1934, and again at 3:30 P.M., on June 28th, 19~4, and a report of such inspection
<br />follows:
<br /> The jail is of concrete and brick construction and apparently complies with sec-
<br />tion 2S55 of the Code of Virginia, as being a fire proof structure.
<br />
<br />FIRST FLOOR - ~."BULL PEN"
<br />
<br /> This is a room with five cells and an enclosed walking space in front, orovided
<br />forthe detention of-white and colored mole prisoners pending preliminary hearing. W~ are in-
<br />formed that the City Sergeant has no control or supervision over this eel1 but it is under the
<br />control of the Poll~e ~epar~ment.
<br /> No mattresses or bed covering are provided for the cots which are dirty; the
<br />bowls of the wash basins are lined with grime, and the k~ebs or push buttons for flushing the
<br />tel%et tanks are missing, leaving only a brass threaded rod projecting from the side w~lt, nec-
<br />essitating members of the committee pushing with foot in order to flush. The odor in this see-
<br />tion is bad, and the walls a~d iron work need painting for sanitary purposes. Th~ floor is eon-
<br />crete, the ventilation is poor and is wholly unfit for'the habitation of human beings it is
<br />badly in need of.painting and cleaning. ,
<br /> There is also a small storage room on this floor now used for the storage of
<br />empty bottles, jugs, etu., that is in fair condition.
