<br /> Minutes of regular meeting held December llth and special meeting held December
<br />18th were read and approved.

<br />The following loommu~ications from the Oity Manager were read:

<br /> let - "I submit herewith letter from Mr. O[H. Markham, 01erk to the Assessors,
<br />showing the assessed value of buildings ~d%mprovements as made by Messrs. 0has. F. Harper
<br />and F. Nash Bilisoly.
<br /> Land is assessed for $10,322,290. and building~ ~$16,322,920., making a
<br />total of $26,6~5,210; a decrease of $979,375. compared with She 193~ assessment."

<br />On motion, same was ordered filed.
<br />
<br /> 2nd - "The Kin~s Daughters Nurses Auxiliary has requested the free use of the
<br />Gity Auditorium on December 2$th, 1934, forthe purpose of giv~ug a party for the nurses of
<br />the Kings Daughters Hospital.
<br />In view of the splendid wort being done by the nurses of the Kings
<br />Daughters Hospital, among the sick' and needy, I assume you will wish to grant the request.,

<br /> Notion of Mr. Fox to appropriate $15.00 to make said refund was adopted, and by
<br />the following vote:
<br />

<br /> . 3rd - "On January 9th of this year, Mr. '~. Hodges Baker· Clerk ef the O$urt of
<br />Hustings, requested an appropriation of $935.00 to purchase necessary records and supplies
<br />for re-indexing and renewing certain records of his office, the work tc be done by Mr. Baker's
<br />~ffice, with the assistance of labor from the Emergency Rel~f Office. The records and sup -
<br />plies pave been p~rghased a~d the work is Well under way and Mr. Baker advises in letter dated
<br />Dec~ l~th, 1934 mnam an addmtional appropriation of $600,00 will cover the cost of the re$ords
<br />purchaSed, which can nom be paid for from the regular appropriation made for the expense of
<br />his office this year.
<br /> I~ view of the authority given by you on January ~th for this-work· the
<br />appropriation of $600.00 requested by Mr. Baker is re~uested.,

<br /> Motion of Mr. Fox to appropriate $600.00 £or said purpose was adopted, ~ud by

<br />4th - "I ~m attaching bill from Mr. Jas. H. Oorbitt Attorney at Law, Suffolk,
<br />against the Water Department, amount $1,500.00, for legal, se.rvices from 1921 to July 25th,
<br />I93~, in connection with suits between the 0ity and Nm. J.T. Wmllmams, regarding certain
<br />potties near Lake Eilby.
<br /> This bill is approved by Mr. W.L. Davis, ~upto, Water Dep~rtment and Mr.
<br />R.0. Barclay, 0ity Attorney, but as the work was authorized several years ago and there is no
<br />appropriation in the Water Deoartment budget for this expense, the bill is s~bmitted herewith
<br />for you~ consideration and in~trdctions.,

<br /> Me-t~on of Mr. Stewart to lay on %able until next meeting was adopted.
<br />
<br /> 5~h - "The first p~rt of this year, I secured an appropriation from the State
<br /> Highway Department of $3,855.00 to complete the work on 0ounty St. from Ninth Ave. to the 0ity
<br /> limits.
<br /> These f~uds'have been used to reconstruct the portion of State Route $$60
<br />from Ninth Ave. to the Gity limits, in accordance with agreement with the Sta~e Highway Depart-
<br />~emt. As the work has been done and the funds expended, authority is requested to use the
<br />funds, when received, in this year's accounts, to pay for this work.

<br /> Motion of Mr. Hutchins to lay on table until next meeting was adopted.
<br />
<br /> 6th - "I sub,it herewith sm ordinance, the adoption of which is recommended, en-
<br />titled: -
<br /> "AN ORDINANOE AUTHORIZING THE ISSUANGE OF SIXTY-SEVEN THOUSAND AND
<br /> FIVE HUNDRED DOLLARS OF REFUNDING BONDS OF THE OITY OF PORTSMOUTH,
<br /> VIRGINIA, MAKING PROVISION FOR THE FORM OF SAID BONDS AND FOR THE
<br /> PAYMENT THEREOF.~
<br />
<br /> This ordinance 'provides for the oayment of the serial bonds falling due
<br />during 1935 with Refunding Bonds to be dated January ~st, 1935 and bearing in~erest at the
<br />rate cf ~g% per annum.
<br /> ~ . I am of the opinion that ~hese bonds e~n be read~ sold at par and will
<br />result in a reauo~ion in i~terest charges on these funds from 5~% to ~%., ·
