Januaz~ 31st, 193~. At a special meeting of the Oity Gouncil held January 31st, there were _~resent: Vernon A.~ Brooks, Leslie T. Fox~ H.F. Parrish, J~R. Stewart. 1935, at 5:00 P~N., J. Alden Oast, The following call for the meeting was read: "Portsmouth, Va., January 3Oth, 1935. Mrs. L. G. Brinson, Gity Clerk, Portsmouth, Va. Dear Sir: please call a meeting of the City Council in the G~un0il Ghamber for January 31et, 1935 at 5:00 P.M., for the election of a City Manager, as per the attached reGuest. Yours truly, Vernon A. Brooks, President, Oity Oouncil.. The following petition was read: "The undersigned, all PROPERTY OWNERS and residents of the 0ity of Portsmouth, Va., hereby respectfully request the 0oun¢il of said Oity to elect H.B. Anderson to succeed himself as Oity Manager thereof. This petition is presented because: 1. The councilmanic action in vacating said office was, in o~r judgment, ill-advised and premature. 2. H.Bo Anderson's administration of the 0ity~s government h~s been the most efficient in the history of the 0ity. 3. A continuation of t~e policies of H.B. Anderson is essential to the Sol- vency of She-OiSy and ~o the best interests of its PROPERTY-OWNERS, tax payers and other residents. ~39 signers.~ Notion of Nr. Fox that all the n~mes presented for nomination for 0ity Nanager Zt meeting held on January 22nd be now placed in nomination, was adopted. Mr. Stewart nominated Mr. Frank O. Hanrah~u. Ballot being taken, Mr. E. B. Hawks was declared elected Oity Manager, and by the following vote: For Mr. Hawks - Brooks, Hmtohins, " " Anderson - Fox, Oast - 2.
