TAe following petition was read: "The undersigned, all PROPERTY OWNERS and residents of the Oity of Portsmouth, Va., hereby respectfully reGUest the Oouncil of said 0ity to elect H.B. Anderson to succeed himself as Oity ~anager thereof. This petition is presented because: 1. The councilmanic action in vacating said office was, in o~- judgment, ill-advised and premature. 2. H.B. Anderson's administration of the Oity's government has been the most efficient in the history of the Oity. 3. A continuation of the policies of H.B.
