<br />Thomas Reid, Jr. presented the following petition,

<br /> "The undersigned Oommittee through Political and 0ivio Olub hereby appears to
<br /> represent the colored population of said Oity.
<br /> It therefore submits for your careful consideration and after the same, your
<br /> immediate action, for the correction of conditions which affect the chilctren of our group,
<br /> (t) In the Noreum-Ohestnut St. School section there are in use to provide for the congested
<br /> condition, five portable one room buildings and three rooms in the Parker Buklding; these eight
<br />'rooms nOW~USed by the School Board to house the children in lower grades are wholly unfit for
<br /> the said use or any kind of use; they are poorly lighted, in bad condition as to hea~ and in
<br /> the winter season, they are cold to such extent, that the Teachers have to shift the children
<br /> during their period, in order that they may be warm; and then that method is not satisfactory;
<br /> the children contract colds and have ~to lo~e time from school due to sickness from the said
<br /> conditions; the floors of the portables are located onthe ground, the window liEhts are out
<br /> and the general si~uation'is one that is absolutely unwholesome, and can not be conducive to
<br /> health nor mental improvement.
<br /> (2) In the Mt. Hermon School there are seven hundred children that are using the old time
<br /> privies and have used them for a long time; this condition is a menace to any community to any
<br /> community and places the immediate vicinity in grave d~mger of sickness and death; it is the
<br /> hope of your~Oommittee that sewerage connections will be made to relieve said condition;
<br /> (~) In considering these items, the report of the School Board for the year 1933-3~, is es-
<br /> pecially called~to your at~e~t~on,.with, re~erence..~o.the Seotign.~fo~d on pase fourteen.of
<br /> said report, which is inc±uaec unaer the ~opic, -~uzlding Needs,,, ~ne execution of thom sec-
<br /> tion by your Body will bring about a solution of the problem; it is imperative that something
<br /> be done relative to these matters herein r~ferred to, so that the people affected can have
<br /> some satisfaction and give-some concrete priase for the pride, action and favorable considera-
<br /> tion demonstrated by your Body. It is'the hope of your said Oommittee that the changes ttrgent-
<br /> ly desired and absolutely needed be made, so that the School Term of 1~35-36will find our
<br /> children Housed in proper environment.
<br /> The Oouncil represents all of the people in the OiSy and ~e bel~ Ye that such capacity
<br /> wilt be demonstrated both in theory and practice, so that the morale of the entire population
