Stewart, City Manager. <br /> <br />Nlnutes of regular meeting held Nay l~th, were read and approved. <br /> <br />The following communications from ~he City Man, get were read: <br /> <br />1st - The City Manager recommended the adoption of the following ordinance: <br /> <br /> "AN ORDINANCE CREATING A CITY PLANNING C0~ISSION, PROVIDING FOR <br />THE APPOINTMEk~ OF ITS NEkBERS, THE TEPJ~S OF OFFICE A~D ITS POWERs AND <br />DUTIES.~ <br /> <br />On motion of Mr. Fox, the ordinance was placed on its first reading. <br /> <br />2nd - ~WHEREAS, a volume of heavy traffic passes throug~ the industrial <br /> suburb of West Norfolk, and from the important ~arming area north <br /> of the Western Branch of the Elizabeth River, and <br /> WHEREAS, much of this traffic passes over Bay View Boulevard and <br /> Mt. Vernon Avenue, to reach Federal Highways, No. l? and No. 5~, <br /> which, are both, located on High Street~ in the City of Portsmouth, <br /> and, <br /> WHEREAS, there is not a highway, approved for maintenance and <br /> · construction funds, north of High Street, in the City of Portsmouth, <br /> leading from the Federal Highways to important industries and rail- <br /> way terminals, <br /> NOW, THEREFOre, Be it Resolved, that the ~ouncil of the City of <br /> Portsmouth, in regular session assembled, does hereby respectfully <br /> recommend to the State Highway Commission, that Lt. Vernon Avenue, <br /> from High St., to Bay View Boulevard, and Bay View Boulevard, from <br /> Mt. Vernon Avenue to the North Corporate limit~, covering a distar~ce <br /> of approximately 1.55 miles, be approved for maintenance and eon- <br /> struction funds." <br /> <br />vote: <br /> <br />On ~ot&on of Mr. Stewart, <br /> <br /> Ayes: Brooks, Fox, <br /> Nays: None. <br /> <br />said resolution was adopted, and by the <br />Hutchins, Eoore,-0asr, Stewart. <br /> <br />following <br /> <br /> 3rd - "There has been considerable pleading from business houses on High ~t., <br /> to speed up the paving work and cut down the time that the street will be torn up. <br /> The contractor is now working ten hours a day, snd the State Highway <br />Department takes t~e posit.ion tha~ the contractor had sixty days in which to complete their <br />portion of the work, with a penalty clause in the contract; that the work is progreseing at <br />a rate which will anticipate this time, he therefore can not be required to work extra shifts. <br /> The use of high ~arly strength cement will considerably cut down the <br />time necessary to complete the work and open the s~reets to traffic. In other words, there <br />will be a saving in time of approximately fifteen days, <br /> Business ho~ses will be able to use the pavement within forty-eight <br />hours after the concrete i~ poure~ as against from fifteen to twenty days, should ordinary <br />POrtland Cement, as ~specified, b~ used. <br /> If use of Portland Cement is continued, it will be necessary to defer <br />any excavation on the-south side of the street until the concrete on the north side has suf- <br />ficiently hardened to permit traffic over it. This will mean a delay of at least a week, be- <br />fore excavating can begin on the south side,~after the concrete on the north side has been <br />finished. <br /> Approximately ~wo weeks, in time, will be saved on the concrete base <br />by the use of early s'trength cement. In addition to the two weeks saved i~ construction, <br />traffic would galn the use of the full width of the street, in each block.,·within forty- <br />eighZhours after the concrete is poured on the south side. <br /> The contractor has agreed mtn furnish the high early strength cement, <br />at cost to him which ~ill amount to $1,900.OO, Sot the remainder of the ~ob, which embraces <br />all of the south side of the street and the north side from Crawford to Dinwiddie and from <br />Effingham to Chestnut. <br /> ! therefore recommend the use of early strength cement at an additional <br />cost. of $1,900.00.~ <br /> <br /> Motion of ~r. Stswart~to concur in the City Manager's recommendation that an <br />appropriation of 81,~00.00 be laid on table until next meeting and that the City Manager do <br />all in his power to expedite the work on High Sta~/~u~ by the following vote: <br /> was aaop~ea <br /> Ayes: Brooks, Fox, Hutchins, Moore, Oast, Stewart. <br /> Nays: None. <br /> <br /> ~th - "Owing to the limited amount of f~uds available last August, when the <br />High St. paving was p~oJected, it was decided to leave the old asphalt on the strips of eon- <br />crete next to the gutters, merely patching these sections and bringing them un to grade. <br />Although these sections will be used almost exclusively ~or parking <br />purposes, however, Joining of the new to the old asphalt will not make a pleas~ng-looking Job. <br /> The old asphalt surface is n~thirty-three years old and will, no doubt, <br />need considerable~ repairing long before the new will show any signs of age or wear. <br /> There is now available for patching the old strips, $2,300.00 and the <br />Resident Engineer of the Highway Departmen$ informs us that tD~re will be an additional <br /> <br /> <br />
