<br />there were present:

<br /> Ninutes of regular meeting held July 9th, were read and~approved.
<br />
<br /> The following communication from the City Nanager was read:
<br />
<br /> "In reference to the application of Mrs. Dicie V. Martin, to convert a garage
<br /> in the rear of 1531 Barton St., into a store building, which application ~was referred to me,
<br /> by your honorable body, for investigation and report, on the merits of the same, I beg to
<br /> report that the matter was submitted to the Traffic Commission and, after the mercers of the
<br /> Commission visited the locality, a meeting was held on J~ly 15th, and the following report
<br /> and recommendation was made:
<br /> ~he first subject presented by the City Nanager. for discussion
<br /> was an application to remedel a garage in the rear of premises
<br /> of Nfs. Dicie Nartin, the property in question was in the rea~
<br /> of 1531 Barton ~t., facing on First A~., Just south of Barton.
<br /> After thoroughly discussing all chases of the situation, the
<br /> Commission unanimously decided t~ recommend to the ~anager that
<br /> ~the application be denied, the basis of denial being as follows:
<br /> First, that ~nis particular location was residential
<br /> and that no more commercial buildings should be allowed. The
<br /> Commission realized that already there was a small store immedi-
<br /> ately in front of ~he proposed store, but this had been erected
<br /> years before the City con~rolled ~he erection of stores, etc. in
<br /> residential sections.
<br /> ~econd, that fire insurance rates would be necessarily
<br /> increased.
<br /> Third, that petitioners opposing conversion of garage
<br /> into store, live adjacent to site in question.
<br /> In view of the report and recommendation of the Traffic Commission, and fur -
<br />ther realizing that in granting a permit fo~ a store in a residential district, such as this
<br />particular section is, a precedent may be established, which may cause embarrassing situa -
<br />tions in the future. I therefore recommend that the petition be not granted."

<br /> On motion of Nr. Oast, the privilege of the floor was granted to any one in -
<br />terested.
<br />
<br /> Nr. V.L. Parker and Mr~ B.B. Lipscomb spoke in favor of grs~ting said permit,
<br />and Mr. Jemmison spoke against granting said permit.
<br />
<br /> Motien of Mr. Stewart to concur in the Manager,s recommendation, was zdop~ed,
<br />and by the following vote:
<br />
<br />Ayes: Brooks, Fox, Hutchins, Oast, Stewart
<br />Nays: None.
