Jordan & Company for auditing the books and accounts of the let- <br />received and ordered filed. _~ <br /> <br />Mr. SteWart presented the foll0w~ng ~olution: <br /> <br /> "~nereas, it has come to the attention of the City Council of Portsmouth, Va., <br />that the Board of Trustees of the United States Shipping Board Merchant Fleet Oorporation, <br />with the approval of the Secretary of Commerce, intends to consolidate not later than Septem- <br />ber 1st, 1935, the Government-owned steamship services known as the America France Line, now <br />operated by Cosmopolitan Shipping 0ompany, New york, N~Y., and the American Hampton Roads- <br />Oriole-Yankee Lines now operated by Southgate Nelson Corporation of Norfolk, Virginia; and <br /> ~hereas, such proposed merger of these lines involves the ;selection cf either <br />the New York Company or the N~rfolk Company to operate, the services, as Cb~solidated; and <br />Southgate Nelson Corporation has therefore applied to said Trustees'for appointment of the <br />consolidated services, basing the claim upon the preference accordedby Sec$isn 7 of t~e_M~rr <br />chant Ms~ine Act 1920 to the Company "having the support, financial and otherwise, of the <br />domestic community, primarily interested in the lines"; <br /> Whereas, the lines now operated by Southgate Nelson Oorporation are the only <br />services the Government has allocated to the Port of Hampton Roads; they serve the principal <br />expor~ trade of ~he Port and in'turn derive nearly 50% of their total export revenue from that <br />Po~t; their management by a home-~w~ed.anddirected Virgini~corp~ration results in substantial <br />economic benefits to the port communities by reason of the purchase of ~npplies and stores, em- <br />ploym%nt of Portsmouth and Norfolk people; and the Southgate Nelson Corporation has successful- <br />ly operated the services continuously since 1929; these ~ud other considerations fully support- <br />ing the claim that Hampton Reads communities are those primarily interested in the lines, <br />Southgate Nelson Corporation has the support, financial and otherwise, of those communities <br />and has the ~oility to maintain the services; <br /> Now, Therefore, Be it Resolved, that said lines, if and when consolidated under <br />the plan approved by the Secretary of Commerce, should continue to be allocated to the Port <br />of Hampton Roads for management by Southgate Nelson Corporation, under the preference accorded <br />by law; <br /> RESOLVED,~urther, that copies of these resolutions be sent to the Board of Trus- <br />tees United States S~nipping Board Merchant Fleet Corporation; the Honorabl~ Csrter Glass, the <br />Honorable Harry F. Byrd and the Honorable Colgate Darden; and that they be earnestly requested <br />to take such action ~s may be proper to carry out the~ views expressed herein; ~ud that the <br />City Manager be authorized and-directed to take such action as, in his judgment and in_co-oper- <br />ation with the efforts of other Hampton Roads communities, may be necessa~ or advis~ole in or- <br />der to carr~ out the purpose of these resolutions." <br /> <br />Mr. J. Davis Reed and Mr. Edward ~avis, spoke in behalf of the said resolution. <br /> <br />On motion of Mr. Stewart, said resolution was adopted, and by the following vote: <br /> <br /> Aves: Brooks, Fox, Hutchins, Oast, Stewart - 5. <br /> Nays: None. <br /> <br /> Privilege of floor was granted a delegation from Monroe Ward Garden Club, who <br />asked for better street surfacing than with oil, and stated that owing to bad drainage condi <br />~ions, the streets were flooded after a hard rain. <br /> <br />On motion, same was referred to the City Manager. <br /> <br /> Mr. Fox presented the following resolution and moved its adoption: <br /> <br /> "MOtion: ~ <br /> 1st ~ that the proper officers be and they are hereby authorized and directed <br />to put into effect, f~om J~ly 1st, 1935, a reduction in the minimum rates charged domestic wa - <br />ter consumers from $2.70 per qua_~ter to $2.50 per quarter. <br /> 2nd - that the deposit required by the Water-Department as a guarantee, be an <br />amount not in excess of the~minimum rate for that particular service." <br /> <br /> Substitute m6tton of Mr. Hutchins to refer to the City Manager and Superintendent <br />of Water Department, was adopted, and by the following vote: <br /> <br />~4ves: Brooks, Hutchins, Stewart - 3- <br />Nays: Fox, Oast - 2. <br /> <br />On motion adjourned. <br /> <br />City Clerk. <br /> <br /> <br />
