Brooks, Leslie T. Fox, W.R. Hu~chins, J. Alden Cast, J.R. Stewart,
City Manager.

Minutes of regular meeting held July 9th, were read and-approved.

The following commmnication from the City Manager was read:

"In reference to the application of Mrs. Dicie Ve Martin, to ccnverZ a garage
in the rear of 1531 Barton St., into a store building, which app!ication-was referred to me,
by your honorable body, for investigation and report, on the merits of the same, I beg to
report that the matter was submitted to the Traffic Commission and, after the mercers of the
Commission visited the locality, a meeting was held on July 15th, and the following report
and recommendation was made:
'The first subject presented by the City Manger. for discussion
was an application to remodel a garage in the rear of premises
of Mrs. Dicie M~rtin, the property in question was in the rear
of 1531 Barton St., facing on First Ave., Just south of Barton.
After thoroughly discussing all phases of the situation, ~he
Oommission unanimously decided to recommend to the Manager that
~the application be denied, the basis of denial being as fellows:
First, that this particular location was residential
and that no more commercial buildings should be allowed. The
Oommission realized that already there was a small store immedi-
ately in front of the proposed store, but this had been erected
years before the City controlled the erection of stores, etc., in
residential sections.
Second, that fire insurance ra~es would be necessarily
increased.
Third, that petitioners opposing conversion of garage
into store, live adjacent to site in question.
In view of the report and recommendation of the Traffic Commission, and fur
ther realizing that in granting a permit fc~ a store in a residential district, such as this
particular section is, a preceden~ may be established, which may cause embarrassing situa -
tions in the future. I therefore recommend that the petition be not granted."

On motion of Mr. Oast, the privilege of the floor was granted to any one in -

Mr. V.Lo Parker and Mr. B.B. Lipscomb spoke in favor of gr8nting said permit,
and Mr. Jemmison spoke against granting said permit.

Motion of Mr. Stewart to concur in the Manager's recommendation, was adopted,
and by the following vote:

Ayes: Brooks, Fox, Hutohins, Oast, Stewart
Nays: None.

- 5.

The following communication from the City Attorney was read:
