<br /> We were informed on Nonday, July !Stk, that a penalty to the ~ex-
<br /> tent of $10.55 had been assessed for non-payment of City licenses due June !Sth, for our store
<br /> located at 228 High St.
<br /> In this connection we wish to advise that our check No. 29999,dated
<br /> as of June 5, 1935, in the amount .of $211~O0, was made payable to Mary L. Hudgins, City Trea-
<br /> surer~ which has been our custom for several years. This check was presented in oayment of
<br /> ou~ license, but after being held in the office a few days was returned to us with the informa-
<br /> tion that the check was improperly made out and should have been made payable to A.E. Parker,
<br /> City Collector.
<br /> Upon receipt of this info~ation on June 12th, ou~ check Noo3057~
<br />was made out ~o A.E. Par~er, for the above amount, ~ud presented in oayment of our license. In
<br />some m~uner this check was misplaced, and we were not familiar with~%his condition ~nti! we
<br />volved.received information on July 15th that our licenses had not been paid and a penalty was in -
<br /> F~om the above explanation you ~can see t~hat we have carried out our
<br />usual cusZom in the payment of our licenses, end we were laboring under the impression that
<br />our check had been received and the usual procedure adhered to. If you will refer to our re -
<br />cord for the past thirty years~ I am sure you will find that ~e have always taken care of our
<br />obligations in due time~ ~nd in view of ~he conditions related above, we are going to ask that
<br />the members of the City Council extend us their cooperation in ~aiving this penalty.

<br /> The following letter was read:
<br />
<br /> "On the 5th d~v of ~arch, 1935, while endeavoring to arrest some
<br />thieves, in the line of duty, as a police officer, employed by the City of Portsmouth, Va., I
<br />was accidentally shot in the left thigh by a watchm~u at the J.S. ~iller Coal Yard, 1501
<br />County St., Portsmouth, Va. I was admitted to the Kings Daughters Hospital on said date and
<br />an amputation at Junction of upper and middle third of my left leg was necessary. For two
<br />months, my condition was so serious and grave that no one was allowed to visit me exceot my
<br />wife. I remained at the hospital in a private room until the 5th day of August, 1935,-because
<br />of my serious condition.
<br />($53.20) has been oaid sinceNy semi-monthly salar~y of Fifty-three Dollars and Twenty cents
<br /> ~ the date of my misfortune up '~util the present time and I desire
<br />same to continue un~il I am able to return to work. Dr. Joseph C. Collins, one of my physi
<br />ci~us, has informed me that my leg will be in shape to out on sn artificia/ limb after the ex-
<br />piration of about t.wo months. -
<br /> It is my desire that the City take care of my entire hospital and
<br />medical bills incurred as a result of said injury.

<br /> "I would appreciate your reading the follo~ng communication to
<br /> your council at its next regular meeting~
<br /> The League of Virginia Municipalities will hold its 30th Annual
<br />Convention in Freeer_cksburg Wednesday and Thursday Sept. 25th and 26th. It is expected tI~t
<br />as usv~l reduced railroad fares will be obtainable and that the necessary railroad certificates
<br />may be secured by writing to this office.
<br /> I sincerely hope that a large delegation from your municipality
<br />may attend this meeting which is devoted to the interests of municipal officials throughout
<br />Virginia. Included in the program will be vitally important subjects and soeakers you can not
<br />afford to miss. Nationally known authorities are exoected to be present to-discuss some of
<br />those subjects. In addition, important League business is to be ~ransacted and committee re ~
<br />ports presented. A complete program will be mailed to you later.
<br /> The two days preceding the League Convention, the Virginia Polioe
<br />Executives Association will meet and on the day before the League Convention. the Building Of-
<br />ficia!s Conference of Virginia will meet. At these meetings, important probiems relatin~ to
<br />these divisions of the governmen~ will be discussed end excellen~ programs have been prepared.
<br />It is hoped that the cities and towns will send their Police officials and all Building lnspec-
<br />tion officials to these meetings. ~ull information regarding the Convention headquarters and
<br />reservations will be mailed later.
