October l~th. 193~. <br /> <br /> Motion of Mr. Hutchins to declare November llth a holiday and to accept with <br />thanks the invitation of the Post to the Armistice Day Celebration, was adopted. <br /> <br /> The School Board submitted their budget for 1936 and same was referred to our <br />1936 Budge~. <br /> <br /> Compensation Report of Treasurer, Commissioner of Revenue and Commonwealth At- <br />torney, was approved. <br /> <br />On motion adjourned. <br /> <br />Clerk. <br /> <br />Approved - ~.~.__ %~o~w <br /> President. <br /> <br />Portsmouth, Va., October 22nd, 1935. <br /> <br /> At a regular meeting of the City ~ouncil, held October 22nd, 1935~ at 8:00 P.M., <br />there were present: <br /> <br />Vernon A. Brooks. Leslie T.Fox, W.Ro Hutchins, S.B. Moore, J. Alden 0asr, <br />J. R. Stewart, City Manager. <br /> <br />Minutes of regular meeting held October 15th were read end approved. <br /> <br /> The Committee appointed to present resolutions of respect on the death of Dr. <br />Hugh F. Parrish, presented the following resolutions, which were, on motion of Mr. Cast, <br />adopted: <br /> <br /> "WHEREAS, an All-Wise Providence has removed from among us <br />our esteemed friend and co-worker, Dr. Hugh F. Parrish, who has for <br />years occupied a prominent place in our community, maintaining under <br />all circumstances a reputation untarnished and above reoroaoh, <br /> AND WHEREAS, In the death of Dr. Hugh F. Parrish, Portsmouth <br />has sustained the loss of one of its m~st worthy citizens, and one <br />who was recognized for his strength of character and sound Judgment, <br /> NOW, THEREFORE, Be it 'resolved by the Council of the City of <br />Portsmouth, that we sincerely regret and deplore the untimely demise <br />of our friend and co-worker, whose high place in the community will <br />be .difficult to fill. He leaves us a clear record of unselfishness <br />an_dan outstanding,example of splendid character &ud good citizenship. <br /> BE IT ?URTHER RESOLVED, that these resolutfo~s be made a part <br />of the records of the Council of the City of Portsmouth end that an <br />engrossed copy be sent the ~ereaved family. <br /> <br />Respectfully submitted,. <br /> <br />Leslie T. Fox, <br /> <br />W. R. Hutchins, Committee." <br /> <br /> Privilege of the floor was granted Er. J.I. Eckford, who presented the fo!!ow~ <br />ing communication and spoke in favor of same: <br /> <br /> "It is my belief that you gentlemen of the Oo~cil, when you adopted a ~200.00 <br />license tax for boxing clubs, were u.naware that you would thegeby work a hardship on such <br />clubs ~ud, in effect, tax them doubly. In thefurther belief that such was not your intention, <br />and that you are ready end willing to remove ali ~uJust or inequit~ole taxes, the following <br />facts are presented: <br /> <br /> <br />
