December 17th. lq~5. <br /> <br />taxes might be divided and charged at different times. <br />I am submitting herewith an amendment for that purpose known as section 52. <br />I have also added the collection of interest in the manner in which the City now collects the <br /> <br />Amendment - <br /> <br /> "A Bill to ~mend and re-enact .Section 52 of the Charter of the City of Ports- <br />mouth approved March 10th, 1908, and fixing the rate of penalty and interest on delineuent tax- <br /> <br /> Be it enacted by the General Assembly of Virginia, that Section 52 of the Char- <br />ter of the City of Portsmouth, approved March 10th, 1908, be amended and re-enacted so as to <br />read as follows: <br /> SECTION 52: Any person failing to' pay any taxes or licenses due to the City of <br />Portsmouth, shall incurr a penalt~ thereon to be payable at such time or times as may. be pre- <br />scribed by ordinance of the City Counci., provided such penalty shall not exceed five oer cent <br />of the amount of taxes levied against such person. Interest at the rate o~ six per ce~t per <br />annum from the first day of January of the year next following the assessment shall be collect- <br />ed · upon the principal of the taxes and levies then remaining unpaid; which penalty and interest <br />and the cost of advertising or posting not exceeding fifty per cent for each Parcel of nroperty <br />advertised or posted, shall be added to the amount of the taxes due by such taxpayer." ' <br /> <br /> Motion of Mr. Stewart to approve the said ~mendment, and that our representa- <br />tives in Legislature be requested to urge the passage of came in Legislature, was adopted, and <br />by the following vote: ~ <br /> <br />Ayes: Brooks, Fox, Hanvey, Hutchi~ns, Moore, Oaet, Stewart <br />Nays: None. ' ' <br /> <br /> The following lette~-fmom, the Gity Collector was read: <br /> <br /> "The estate of T.B. Griffin paid the 1935 taxes under the prepayment plan. In <br />applYing the money to the various tax t'icke~s, we applied $31.80 to #820 ~ol.umbia Street. <br /> Mr. Jack who is a~ent for part of this estate, does not pay these taxes and <br />requests that this amount be refunded to him." <br /> <br /> Motion of Mr~ Fox ~o refund the $31.80 was adopted. <br /> <br /> The following letter from the City Collector was read: <br /> <br /> "The ta~es on 1509-11 Glasgow St. in name of B.W. Dance were-paid twice a~ at- <br />tached receipt will show. <br />$2~.15." I request that a refund of the overpayment be made Mr. Dance, the amount being <br /> <br /> Motion of Mr. Hutchins to make the refund of $29.15, as requested, was adopted. <br /> The following lettgr was read: <br /> <br /> "Sometime ago, the auditorium was secured for the use of the Miller Day Nursery <br />and Ho~e, a charitable institution of the Ci~. The entire Proceeds of the affair~ were used <br />in the care of children deserving charitable aid. The Nursery was required to pay the usual <br />rental of $25.00. <br /> The needs of the Nursery are such as to urge it to ask of your honorable body <br />the retnrn of the $25.00. ~or this favor, the Institution will be very grateful. <br /> ~ The receipt of the custodian of the auditorium is inclosed herewith. <br /> <br /> Very respectfully, <br /> <br /> W. H. Jennings, P~esident, <br /> Miller Day Nursery & Home." <br /> <br /> Motion of Mr. Hutchins to make said refund was adopted. <br /> <br /> Two letters were received, recommending that a lady be named to the School <br /> to succeed Mrs. Cora S. Darden; deceased; one from several school leagues, naming Mrs. <br /> Spomg, and one from the Patrons of Portsmouth Schools, naming Mrs. Marie Hodges Vieceltio <br /> <br /> the election of a successor to Mrs. Co- <br /> <br />Board, <br />Wm.B. <br />The two letters were placed on table until such time as <br />ra $.Darden may be taken up. <br /> <br />vote: <br /> <br />Onmotion of Mr. Stewart, the fol~lowing ordinance was taken from the table: <br /> <br />"AN ORDINANCE OF THE BUDGET APPROPRIATIONS ~OR THE CITY OF PO~SMOUTH, VA. <br />FOR THE YEAR 1936." ' <br /> <br />On motion of Mr. Stewart, said ordinance was adopted, mhd by the following' <br /> <br /> Ayes: Brooks, Fox, Hanvey, Hutchins, Moore,'Oast Stewartr ~ <br /> Nays: None. ' <br /> <br />On motion adjourned. <br /> <br />Olerk. <br /> <br />Approved - <br /> <br />President. <br /> <br /> <br />
