<br /> The Committee on the non-observance of the contract of August 19th, 1910,
<br />Electric & Power Company, reported progress.

<br />The City Manager presented the following resolution:
<br />
<br />"WHEBEA8, .the City of Portsmouth is desirous of having the roadway
<br />and intersections on Gosport Road between Fourth Street and Fifth
<br />Btreet improved and,
<br />WHEREAS, the City owns 66 feet between property lines, and now has
<br />a 36 ft. roadway between curbs which is sufficient for the traffic
<br />now using this street,
<br />NOW, THEREFORE BE IT RESOLVED, that the City 0ouncil of the-City
<br />of Portsmouth in regular session assembled this 17th day of Decem-
<br />ber, 1935, assures the Highway Commission of the Commonwealth of
<br />VirgLula, that the City will grant sufficient right of way for a
<br />40 foot roadway at any time in the future that traffic conditions
<br />on Gosport Road warrant such a change.

<br /> The following letter from the City Attorney was read, together with amendments,
<br />to the City 0har~er:
<br />
<br /> "At one of your conferences held on thet936 budge~, you directed me to amend
<br />such portions of the City Charter as may be necessary ~o transfer all duties performed by the
<br />-~ity Treasurer to the City Collector in order tha~ the City may no~ be required to pay any
<br />part of the salary of the Oity Treasurer. ~ am submitting herewith ~wo amendments to the City
<br />Char~er for that purpose, one adding a new section to be known as Section 79-A, and the other
<br />amending Sections 80,81 and 82, rela~ing to the sinking fund. I have made such changes in the
<br />Sinking fund as will be necessary to prevent it from interfering with the amount of money set
<br />apart for the various bond issues and have changed the words City Treasurer to'City Collector.
<br /> As the Coumcil has no chairman of finance, I omitted this officer from the
<br /> board, which leaves four members instead of five. If you desire five members, you may add the
<br /> vice-presi~ent of the Council, or some other city officer."

<br /> Amendment -
<br /> "A Bill to amend the charter of the City of Portsmouth, approved' March 10th,
<br />1908, by adding thereto a new section to be known as ~ection 71-A, relating to the receipt,
<br />custody, and disbursement of city funds.
<br /> Be it enacted by the General Assembly of Virginia, that the charter of the
<br />City of Portsmouth, approved March lOth, 1908, be amended by adding thereto a new section to
<br />be known as Section 71-A, to read as follows:
<br /> Section 71-A - 'The Oity Collector or such other officer or officers
<br /> as may be designated by the Oity Council shall receive, have custody and disburse
<br /> the levies and other amounts payable into the treasury of the City of Portsmouth,
<br /> or allocated to ~he said City under the laws of this State or of the United States.~
