839 <br /> February 13, 1996 <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION SUPPORTING A DEDICATED FUNDING SOURCE FOR <br />PUBLIC TRANSPORTATION IN THE HAMPTON ROADS REGION. <br /> <br /> WHEREAS, public transportation is an essential slement of <br />the transportation system of the Hampton Roads region; and <br /> <br /> WHEREAS, as an essential element, public transportation <br />provides mobility to conunuters~ shoppers, tourists, and many who <br />would otherwise be isolated from jobs, medical treatment and <br />other facilities; and <br /> <br /> WHEREAS, public transportation is also vital to the <br />physical well-being, safety, and quality of life of older and <br />disabled citizens, many of whom would have no other alternative <br />for transportation; and <br /> <br /> WHEREAS, a reliable and efficient public <br />system is a crucial factor in future economic <br />for preserving existing jobs; and <br /> <br />transportation <br />development and <br /> <br /> WHEREAS, public transportation Ks an essential element in <br />meeting and maintaining air quality standards and reducing <br />congestion on the existing road network; and <br /> <br /> WHEREAS, federal funding for public transportation has <br />declined dramatically and is scheduled to be totally eliminated <br />within the next two fiscal years; and <br /> <br /> WHEREAS, reduced federal funding in the face of steady <br />state funding creates a need for increased local support of <br />public transportation system; and <br /> <br />the <br /> <br /> WHEREAS, the <br />subcommittee under <br />of stable and reli <br />transportation. <br /> <br /> NOW, THEREFO~ <br />of Portsmouth, Vir <br />respectfully reque <br /> <br />Virginia General ASsembly has established a <br />House Joint Resolution 656 to examine sources <br />able dedicated funding for public <br /> <br />E, BE IT RESOLVED by the Council of the City <br />~inia, that the City ?f Portsmouph <br />~ts that the House Joint Resolution 656 <br /> <br />Sub-Committee recommend a stable and reliable dedicated funding <br />source for public Itransportation to be provided directly to <br />Hampton Roads communities and that this stable and reliable <br />dedicated funding source be patterned after that authorized in <br />the Northern Virginia Transportation District and the <br />Potomac-Rappahannock Transportation District; and <br /> <br /> BE IT FURTHER RESOLVED, that once the mass transit needs of <br />Portsmouth have been met through this dedicated funding stream <br />to the satisfaction of the City Council of Portsmouth, any <br />additional revenue generated by such revenue stream shall be <br />available for transportation system improvements within the City <br />of Portsmouth; and <br /> <br /> FINALLY, BE IT RESOLVED, that the City Clerk is directed to <br />communicate a copy of this resolution to the members of the <br />House Joint Resolution 656 Sub-Committee and also to the General <br />Assembly Delegation from Portsmouth." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> <br />
