Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr,, Ronald W. Massie, <br />Manager, G. Timothy Oksman, City ~Attorney. <br /> <br />city <br /> <br /> Vice Mayor Johnny Clemons opened the meeting with prayer <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, to <br />approve the minutes of a Called Meeting on January 22, 1996; a <br />Called Meeting on January 23, 1996; a Regular Meeting on <br />January 23, 1996; a Called Meeting on January 30, 1996; a <br />Called Meeting on February 1, 1996; a Called Meeting on <br />February 2, 1996; a Called Meeting on February 3, 1996, and was <br />adopted by unanimous vote. <br /> <br />96-55 - Presentation of Hero Award to Herbert Matheis. <br /> <br />96-56 - Proclamation presented to June Leckrone, Portsmouth <br />Music Club, for ..American Music Month." <br /> <br />96-57 - Proclamation presented to Laura Willaby for "Citizens <br />for S.A.V.E. week.'' <br /> <br />96-58 - Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to suspend <br />the rules of order to hear the 600 block plan of Olde Towne. <br /> <br /> Presentation to City Council bY Leslie French of a copy of <br />the Development Agreement between Portsmouth Redevelopment and <br />Housing Authority and Olde Tow-ne Civic League, Inc. <br /> <br />96-59 - Non-Agenda Speakers <br /> <br />1. Daryl Beastey, 506 ShenandOah Street, spoke in support of <br />the temporary closure of the Waterview causeway. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />3. Nancy LaMartin, 212 Chesapeake Avenue, spoke on a zoning <br />variance granted to 217 Sandpiper Drive. <br /> <br />4. Elijah Sharp, 702 HancOck Avenue, spoke in opposition to <br />curbside mail service for a section of the Cavalier Manor <br />neighborhood. <br /> <br />5.
