At a regular meeting of the City Council, held July 28th, 1936, at 8:00 P.M.,

<br />Vernon A. Brooks, Leslie T. Fox, J. T. Hanvey, W. R. Hutchins, S.B. Moore,
<br />J. Alden 0asr, J.R. Stewart, City Manager.
<br />
<br />Minutes of regular meeting held July 14th were read and approved.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> 1st - "In reference to the oetition of Mr. J.M. Saunders, 429 High St., for a
<br />refund on license, I find that on June llth, he paid $50.00, for a beer and wine on-premises
<br />license and $Y5.00 for off-premises license.
<br /> In view of the recent amendment to the ordinance fixing the license for
<br />on-~nd-off-premises at $100.00, I recommend.a-refund to Mr. J.M. Saunders, of $25.00.
<br /> Mr. B. R. Cohen, 712 Hi~n St., although having made no request for
<br />fund, did on June 12th, psy $50.00 for on-premises licens$, and on July 2nd, $100.00 for
<br />and-off-premises license, and is entitled to a refund of $50.00. I therefore recommend a
<br />fund to Mr. B.H. Cohen of $50.00."

<br />Motion of Mr. Hutchins to concur in the Manager's recommendation, was adopted.
<br />
<br />2nd - The Manager presented the following letter and resolution:
<br />
<br /> "Richmond, Va., July 22nd, 1936.
<br />

<br />Dear Sir:
<br />
<br />Re: City Streets,
<br /> $500.00 Construction Fund.
<br />
<br /> Immediately on receipt of your letter asking that the construc-
<br />tion fund for Fo~_~th St. and Water St. be approved, I forwarded same to
<br />Ric~hmond, recommending these projects.
<br /> I am positive that the Department will require a Resolution from
<br />the City Council agreeing to widen Water St. to ~kO feet, whenever it is
<br />the opinion of the Commission that traffic will Justify tb~ additional
<br />width.
<br /> I ask that you please have such a Resolution passed so that in
<br />the event the Commission demands same, we will experience-no delay in
<br />getting these projects under way.

<br />
<br /> "WHEREAS, the Oity of Portsmouth is desirous of ~having the road-
<br />way on Water Street, between P~ondon and High Streets improved, and
<br /> WHEREAS, the City now has a ~8 foot roadway between curbs, which
<br />is sufficient for the traffic now using this street,
<br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City
<br />of Portsmouth, in re~alar session assembled, this 28th day of July 1936,
<br />assures the Highway Commission of the Commonwealth of Virginia, that the
<br />City will grant sufficient right of way for a ~0 foot roadway, at any
<br />time in the future that traffic conditions on Water Street, between Lon-
<br />don and High Streets, warrant such a change.
<br />

<br /> 3rd - "In connection with my report of JUne 22nd, recommending the creation of
<br />a Social Service Bureau, the salary of a City Physician was fixed at $2,000.00 per annum; how-
<br />ever, after investigation, it is apparent that a competent physician can not be employed for
<br />$2,000.00.
<br /> I therefore recommend that the salary be fixed at $2,400°00, which is to
<br />include automobile and expenses incident thereto, and that the physician be employed, when in
<br />the Judgment of the Manager, such services become necessary. No special appropriation will be
<br />necessary.~
