<br />no reason in the world why I should be taxed on $100. as no Piece of moving machinery, six
<br />years old, is to-De 'considered even nearly as valuable as that.
<br /> I was speaking to Mr. Turlington in the Commissicner,~ office about it. The
<br />other motorcycle was the one wrecked by Mr. Peary, when he was struck by an automobile, and
<br />was of no values, except possibly some engine parts for a motorcycle of the same year. I trad-
<br />ed it for a battery for the one I kept.
<br /> Please do what you can in getting me relief from this taxation, as it is be -
<br />yond my power to cope with all the tax situations that are imposed on me.

<br />with one house which is No. 2105 Des Moines Ave.
<br /> Tax ticket No. 1797 is made against me for lot 13 and house on lot. That,
<br />however, is not the case, and I will thank you to relieve me. of ~he tax om the non-existent
<br />house together with penalty and interest on the lot.

<br /> "It is apparent, from some conditions existing, that it will be extremel~
<br />advisable for the City of Portsmouth to appoint a Special Investigator to the Commonwealth s
<br />Attorney, such me they have in every city in the State of Virginia. For obvious reasons,
<br />this man shoul~ ~nct. be connected ~ith the Police Department and should be a full time mam. It
<br />is possible that whoever should~e ~ppointed probably could also act Under instructions cf
<br />the City License Inspector, or the Sealer of Weights and Measures for about six months of the
<br />year. In other words, he will be needed.by the Commonwealth's Attorney for about six months
<br />in each year and the other six months he could act in any other capacity that the City mlgh~
<br />desire him to do so.
<br /> If there is any way you can place in you~budget an appropriation for such
<br />a man, you would be doing, I believe, a grea~ servibe to the Ci~y c~f Portsmouth.
<br /> It is unnecessary for me to elaborate upon the valuable services that such
<br />a man might render in the enforcement of otu~ criminal laws and for the preservation law and
