That the offer of the United States of America to <br /> the City of Portsmouth, Virginia, to aid by way of grant in financing <br /> the construcZion of Public School Building, ~ copy of which offer <br /> reads as follows: <br /> 'Federal Emergency Administration. <br /> of Public Works <br /> Washington, D.C. <br /> Dated October 29, 1936 <br />~ City of Portsmouth, Docket Nc.
