March 11, 1996 At the Public Hearing Meeting of the City Council held on Monday, March 11, 1996, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, James C. Hawks, James T. Martin~ Cameron C. Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 96-87 public hearing on a code amendment and group housing project: (a) CA-95-16 CODE AMENDMENT - A proposal to amend the Zoning Ordinance to add conditions for locating and screening above ground utility structures, and showing the location of such utility structures on site development plan submissions. Dutch Andrews, 131 Jamestown Avenue, provided information on transformers. Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission that CA-95-16 be approved, and was adopted by the unanimous vote on first reading. (b) GHP-96-01 SOUTHAMPTON NEIGHBORHOOD - Group Housing project application of Herbert G. Drier for four residential townhouse units at 5645 Parish Lane. Motion by Mr. Martin, and seconded by Mr. Pitts, to concur with the recommendation that GHP-96-01 be approved, and was adopted by a vote of 6-0-1[Robinett abstained due business relationship with applicant. to - UNFINISHED BUSINESS 96-03 (f) CA-95-14 Public hearing on a code amendment: CODE AMENDMENT - A proposal to amend the Zoning Ordinance to delete accessory residential dwellings as a permitted use in all zoning districts, deferred from the Public Hearing meeting of February 12, 1996. Motion by Mr. clemons, and seconded by Mr. Pitts, to concur with the recommendation of the Staff that CA-95-14 be withdrawn, and was adopted by unanimous vote. 96-50 - Public hearing on a use permit: (c) UP-96-01 DOWNTOWN - Use permit application of the Portsmouth Community Development Group to construct duplexes at 705, 709, 719 and Washington Street and 528 Columbia Street, deferred from the Public Hearing meeting of February 12, 1996. Motion by Mr. Griffin, and seconded by Mr. Clemons, to change the rule of order to permit two additional minutes for Mr. Cooke to speak, and was adopted by a vote of 6-0-1 (Hawks abstained due to a business relationship with the applicant.
