March 11, 1996 <br /> <br /> At the Public Hearing Meeting of the City Council held <br />on Monday, March 11, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, James T. Martin~ Cameron <br />C. Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City <br />Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all <br />in attendance. <br /> <br />96-87 public hearing on a code amendment and group housing <br />project: <br /> <br /> (a) CA-95-16 CODE AMENDMENT - A proposal to amend the Zoning <br /> Ordinance to add conditions for locating and <br /> screening above ground utility structures, and <br /> showing the location of such utility structures <br /> on site development plan submissions. <br /> <br />Dutch Andrews, 131 Jamestown Avenue, provided information on <br />transformers. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />concur with the recommendation of the Planning Commission <br />that CA-95-16 be approved, and was adopted by the unanimous <br />vote on first reading. <br /> <br />(b) GHP-96-01 <br /> <br />SOUTHAMPTON NEIGHBORHOOD - Group Housing <br />project application of Herbert G. Drier for <br />four residential townhouse units at 5645 Parish <br />Lane. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to <br />concur with the recommendation that GHP-96-01 be approved, <br />and was adopted by a vote of 6-0-1[Robinett abstained due <br />business relationship with applicant. <br /> <br />to <br /> <br />- UNFINISHED BUSINESS <br /> <br />96-03 <br /> <br />(f) CA-95-14 <br /> <br />Public hearing on a code amendment: <br /> <br />CODE AMENDMENT - A proposal to amend the Zoning <br />Ordinance to delete accessory residential <br />dwellings as a permitted use in all zoning <br />districts, deferred from the Public Hearing <br />meeting of February 12, 1996. <br /> <br /> Motion by Mr. clemons, and seconded by Mr. Pitts, to <br />concur with the recommendation of the Staff that CA-95-14 be <br />withdrawn, and was adopted by unanimous vote. <br /> <br />96-50 - Public hearing on a use permit: <br /> <br />(c) UP-96-01 <br /> <br />DOWNTOWN - Use permit application of the <br />Portsmouth Community Development Group to <br />construct duplexes at 705, 709, 719 and <br />Washington Street and 528 Columbia Street, <br />deferred from the Public Hearing meeting of <br />February 12, 1996. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />change the rule of order to permit two additional minutes for <br />Mr. Cooke to speak, and was adopted by a vote of 6-0-1 (Hawks <br />abstained due to a business relationship with the applicant. <br /> <br /> <br />
