February 9th, 1937. <br /> <br /> At a regular meeting of the City Council, held February 9th, 1937, at 8:00 <br />there were present: <br /> <br />John P. Leigh, Leslie T. Fox, George L. <br />chins, F. D. Lawrence, C.E. Warren, H. <br />City Manager. <br /> <br />Grimes, James N. Howard, W.R. Hut - <br />Earl Weiseman, Pearle J. Wilson, <br /> <br />Minutes of regular meeting held january PYGh were read and approved. <br /> <br />The Committee. on the new City and County Building presented the following <br /> <br />resolution: <br /> <br />"APPLICATION RESOLUTION <br /> <br />Resolution No. <br /> <br /> A resolution authorizing the City of Portsmouth and <br />Norfolk County, Virginia, to file an application to the United <br />States of America, through the Federal Emergency Administration <br />of Public Works for a grant to aid in financing the ~onstruction <br />of a CITY-COUNTY BUILDING and designating F.D. Lawrence, Chairman, <br />City County Building Committee to furnish such information as the <br />Government may request. <br /> <br /> Be it resolved by the City Council of the City of <br />Portsmouth and the Board of Supervisors of Norfolk County - <br /> <br /> Section 1. That F.D. Lawrence, Chairman, be and he is <br />hereby authorized to execute and file an applica$ion on behalf of <br />the City of portsmouth and Norfolk County, Virginia, to the United <br />States of America, for $ grant to aid in financing the construe - <br />tion of a new CITY-COUNTY BUILDING. <br /> <br /> Section 2. That F.D. Lawrence, Chairman, City-County <br />B~ilding Committee, is hereby authorized and directed to furnish <br />such information as the United States of America-through the Fed- <br />erat Emergency Administration of Public Works may reasonably re - <br />quest, in connection with the ~Dplioation which is herein autho - <br />rized to be filed." <br /> <br />On motion~of Mr. Lawrence, the said resolution was adopted, andby the fol- <br /> <br />lowing vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Leigh, Fox, Grimes, Howard, Hutchins, Lawrence, <br />Warren, Weiseman, Wilson - 9 <br />None <br /> <br />The following communications from the City Manager were rGad: <br /> <br /> ls~ - "Mr. Fox and I were appointed a c6mmittee to go to Washington to en- <br />deavor to secure a ~gran~ to build a municipal power plant. <br /> Congressman Hamilton says the.Committee can not hope to get results <br />at this time, but has promised to keep in touch with the situation, and when he feels that <br />the committee can be of service, he will notify us. <br /> On February 19th, Mr. Klauder, who was employed to assemble the nec- <br />essary~ data, will be here to make his final~report, and I suggest that all members of the <br />Council hear his report and recommendation." <br /> <br />On motion ordered filed. <br /> <br /> 2nd - "I have appointed I.A..Beard Assistant Food InspecZor, effective Feb- <br />ruary 5th, 1937." <br /> <br />- On motion ordered filed. <br /> <br /> 3rd - ~On February 6th, I suspended Police Officer R.C. Journee for thirty <br />days, for interfering with his superior officer in discharge of his duties; insubordination; <br />conduct unbecoming an officer while drinking, and threatening a breach of the peac~ by Invit- <br />ing the officer in charge at th~ time, outdoors to engage in a fight." <br /> <br />On motion ordered filed. <br /> <br /> Gth - "On November 21st, 1936, the Seaboard Air Line Railway filed with the <br />State Corporation Oommission, application for reduction of assessments in Portsmouth, which, <br />if grant'ed, will reduce ~he City's income from taxes, about $2~,O00. a year. <br /> On December 19th, the Council authorized the City Attorney ~o employ <br />~such means as he thought proper to protect the City's in~erests. <br /> I have h~d several conferences with Mr. Barclay, and he and I .a'greed <br />that it was a case of such magnitude that he should have assistance in fighting it, and we <br />have engaged Major S. Heth Tyler to assist Mr. Barclay. The case will be heard in Richmond, <br />on February 26th. Should we fail, it will be a heavy blow to the taxpayers of Portsmouth, <br />but I believe we will win." <br /> <br /> <br />
