March 12, 1996 <br /> <br /> At a Regular Meeting of the City Council held on <br />Tuesday, March 12, 1996, there were present: <br /> <br /> *Mayor Gloria O. Webb~ Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, Ja~es T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr., Ronald W. ~assie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice MaYor Clemons called the meeting to order and <br />welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, to <br />approve the minutes of a Called Meeting on February 26, 1996; <br />a Called Meeting on February 27, 1996; a Re~lar Meeting on <br />February 27, 1996; and was adopted by unanimous vote. <br /> <br />96-91 - Presentation of a Hero Award to Mr. and Mrs. Mark <br />Penland and their sons, Paul and Cody. <br /> <br />96-92 - Non-Agenda Speakers <br /> <br />1. Jim Flippen, P. O. Box 1475, spoke on a proposed "A <br />Hampton Roads Community" sign. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead <br />contamination in Washington Park. <br /> <br />3. Louis Turner, 127 Oregon Avenue, spoke on code enforcement <br />concerns for the neigb-borhood of Oregon Acres. <br /> <br />4. Dutch Andrews, 131 JamestoWn Avenue, proposed the <br />establishment of an Ethics Committee by City Council. <br /> <br />5. Jackie Johnson, 308 Thelmar Lane, requested lighting of <br />athletic fields at Woodrow Wilson High School. <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />96-93 - Letter from the City Manager recommending adoption of <br />a resolution pertaining to the refunding of the City's <br />outstanding general obligation debt and an ordinance to <br />appropriate $50,000 to defray the City's related expenses. <br /> <br /> a. Adoption of a resolution authorizing the refunding of <br />the maturities from the January 1992 and April 1992 General <br />Obligation Public Improvements Bonds ($16,820,000) and <br />similar maturities from the Public Utility Bonds from these <br />same two issues ($6,155,000). <br /> <br /> b. AdOption of an ordinance to appropriate $30,000 from <br />the Capital Improvements FUnd and $20,000 from the Public <br />Utility Capital ImProvements Fund for the purpose of <br />defraying expenses to be incurred with the City's refunding <br />process. <br /> <br /> <br />
