The Industrial Commission should no~ sit back mud wai~
for industries ~o fall over the ir neck to locate here; on the con-
~rary it should put forth an aggressive campaig~ to bring ~hem
here. _This can be accomplished in several ways; through adver
~isemen~s, in commercial and.industrial magazines, through news-
papers, by mail end through personal contacts.
As to benefits derived from new business brought to the
City, ~his is an old story and is familiar to everyone. Those who
profit are not confined ~o anyone class or kind; the doctor, the
lawyer, the banks, the transportation companies, utility corpora-
tions, real estate owners, merchanZs~ and in fact, the entire City.
In order ~ maintain ~nIndustrial ~ommission, it is nec-
essary to incur reasonable expenses, such smms~as may be needed can
be raised in various ways; it may be done through direct~ppropria-
tions from the public ~reasury, by subscription from utility cot -
potations, from banks, real estate owners and other sources.
As to the amounts that the various contributors should
subscribe, this shotuld be based as nea~ly as~ practicable in accord-
shoe with benefits received, both direct and indirect.
The accomplishments of an IndustrialCommission may not
be done ove~night; days, weeks~ months and years sometimes elapse
before the consummation of an objective. Such work is often ac
complished with grea~ difficulty, but when once obtained, pays for
itself many times over.
The Portsmouth Industrial Commission, we believe, has
started out on a sound and well planned schedule and with the co
opera, ion of the municipality and the people as a whole, and with
a fair and reasonable amount of f~nds, it should soon demonstrate
i~s usefulness ~o the City, and to Justify its existence."
