<br />THE CITY OF PORTSMOUTH AND THE VIRGINIA ELECTRIC AND POWER COM-
<br />PANY FOR CONVERSION FROM STEAM TO ELECTRIC POWER, OF THE CITY'S
<br />WATER PID~PING STATION AT GODWIN AND RUTT~ STREETS, AND FOR THE
<br />PURCHASE BY THE CITY FROM SAID CO~PANY, AND THE FURNISHING BY
<br />TEE COMPANY TO SAID CITY OF ELECTRIC CURRENT FOR A~LL OF THE ELECa
<br />TRICAL REQUIRE~fENTS OF THE CITY FOR MUNICIPAL PURPOSES, AND TO

<br />Privilege of the floor was granted Mr. Rosenbaum, who presented the following
<br />
<br /> "The records of the Virginia Electric and Power Company over the past three
<br /> years show seven accidents at Crawford Street and at Court Street; t~ree persons were injured
<br /> and nine cars were damaged.
<br /> FOrtunately, all were minor accidents, but any one of them might have been very
<br /> serious. However, who can measure the nervous shook resuitihg from even a minor accident?
<br /> I submit data'from the Traffic Survey made by the Works Pro~ess Admin~stra -
<br />tion. This survey shows at High and Court Streets 12,$97 cars du~ing twelv~ hours, at-Middle
<br />and High Streets 10,997, at Crawford and High 10,365. ~
<br /> The following figures are enlightening; between Dinviddie and Court the peak
<br />hour coun~ was 990; between Court and Middle the peak hour was 970; ~etween Middle and Craw -
<br />ford, %he peak hour was 9~O; between Crawford and Water, and mind you this includes all the
<br />cars leaving the ferry, the count was Just 620. From this you see that the U turn would be
<br />made in the block where the car traffic is li Ehtes~ and at a point where .cars slow down to the
<br />speed of a walk. The traffic at Court Streez is Just 57% greater than at Water. And, further
<br />the pedestrians traffic crossing High Street, at Water Street is ns~ligible.
<br /> This U turn can easily be built by widening High Street, on both sides,~ eight
<br />to ten feet, beginning at Water, running West at an angle of about 30° to nothing an High St.
<br />A small tongue now projecting from the $.A.L. t~rmlnal can be cu~ off. Two large tongues pro-
<br />Jecting beyond the line of the ferry house respectively about 21~ and 33' in length can be re-
<br />duced each tO a length 6f ~ adding to the roadway l~' and 29~ at the foot of High Street. The
<br />buses making the U turn would act cross the lane of the buses entering the fer~y or of those
<br />turning right on Wa~er Street leaving the ferry. The buses and the cars wanting to stoo to
<br />discharge passengers would turn on the outer rim of the U; the cars wanting to m~ke the U turn
<br />only, would turn on inside rim, creating thus Swo clearly marked lanes along the U.
<br /> Some restrictions of parking privileges for taxis will be necessary at the
<br />western end of High St., for a distance determined by competent su~-eys.
<br /> Further data taken from the Police Departmen~ records shows the following ac-
<br />cidents on High St., during 1'934=35-36:
