Phillips for refund of license tax: <br /> section 62 of the License Tax Ordinance provides that each ~hysic!an, <br />osteopath, etc., should pay a tax of $11.O0 per ~ear for the first three years of pr~ctice~ It <br />appears that Dr. Phillips first obtained a license in 1936 and by error he was charged $31.00 <br />instead of $11.O0. He paid $114OO in 1937. He should be refunded $20.00. <br /> As to the other matters referred to me on june ~th~ and June 2~nd, I will re~ <br />port later, as I am not satisfied with the claims in the matters.~ <br /> Notion of ~r. Immediately after organizing we began holding meetings and drew up rules and <br />lations for Police and Fire Departments - formulated examinations for Captain, L~eutenant, <br />Sergeant, Patrolmen end Substitutes in Police Department; and in Firs Department examinations <br />for Assistant Chief, Captain, Engineer, Hoseman ~ud substitutes. We prepared application' <br />blanks fo~ entrance and promotion ex~minations in both Departments~ as well as Medical exami~ <br />nation blanks, qualification sheets, record cards, etc. <br /> -The members of the Civil Service-Commission, no~ having had any previous <br />experience in Civil Service work, have worked somewhat under a hmudlcap as we had to start <br />from the bottom. In spite of this fact, we feel we have accomplished much. If we Pmve made mistakes, please bear in mind we started from <br />the beginning° we have tried to be as far as possible to all contemned. <br /> We have made inspection of Police and Fire Depart-ments and feel they are func~ <br />tioning as well as possible in spite of ~he fact that both Departments are seriously handicap- <br />ped by a shortage of man power. We realize that ~he City has had quite an expense for Printing, <br />office equipment, postage and other supplies, which were fu~?~ished ~he Civil Service Come. is ~ <br />sion. All the ~ork done by the Commission to date has been done withou~ any paid assist~ace <br />whatsoever. <br /> All members of the Police and Fire Departments have been furnished copies of <br />Civil Service Rules and Regulations. Likewise all members of City Council and other City offi~ <br />cials were supplied copies. <br /> The Commission feels that if the City Manager and the heads of the Police and <br />Fire Departments continue to cooperate with the Commission to the end of seeing that Rules and <br />RegulatiSns are complied with, we feel that the Civil Service Oommission will be very benefi- <br />cial to the City.
