<br /> 3rd - ~I was notified by the State Department of Public We%fare in Richmond,
<br />that two of the case workers in our Social Se~vlce Bureau would be eliminated from the state
<br />payroll, effective the 1st of July.
<br /> Upon investigation, I found that they were competent and badly needed
<br />to carry on the work. I put them on Dr. Denny's payroll, beginning July 1st, at $60.00 per
<br />month~ each.
<br /> I recommend an appropriation of $360.00 to carry them three months. At
<br />the end of that time~ I will advise as to whether we should add to the appropriation."

<br /> Motion of Mr. Fox to concur in the Manager's recommendation and to appropriate
<br />$360.00 for same, was adopted, and by the following vo~e:

<br /> 4th - "During the City Attorney, Mr. Barclay"s absence, I consulted with Capt.
<br />Happer as to the City's legal problems.
<br /> For services rendered, I recommend t.bat we pay him ~50.O0, and that we
<br />appropriate that ~moun~ at this time."

<br /> Motion of Nr. Hutchins to concur in the Manager's recommendation and to make an
<br />appropriation of $50.00 for said purpose, was adopted.
<br />
<br /> 5th "I have a letter from Portsmouth Post 993 Veterans of Foreign wars, ask
<br /> lng for a refund on the amount paid for license, because the show, for which the license was
<br /> paid, did not make money.
<br /> We have several merchants who pay licenses, who are not making money.
<br /> To grant this request would set a precedent which we could not keep ~.
<br /> I therefore recommend that the request not be ~anted."

<br /> 6th = "we have an application on file, signed by a number of citizens, request-
<br />ing that we run a water pipe to all of the golf g~eens in the City Park. The estimated cost
<br />of this work is $850.00. Could we use W.P.A. labor, we might reduce that cost one-third.
<br /> I am in favor of doing this work as soon as we can, consistently, but
<br />as you know our funds are limited, and while we have been able ~o better the condition of sev-
<br />eral of our streets, we still have many that need attention, a~d I feel that we should catch
<br />up with our street improvements, before we appropriate this money.~

<br /> 8th - 3The present Cit~ Collector is underpaid° Besides, collecting taxes
<br />semi-annually has entailed a good deal more work.
<br /> I recommend that his pay be increased from $200.00 to $~5.00 per month,
<br />and that an appropriation of $150.00 be made to cover the balance of this year, beginning July
<br />ist.~

<br /> Motion of Mr. Fox to concum in the M~uager's recommendation, and to appropriate
<br />$150.00 for said purpose, was adopted, and by the following vote:

<br /> 9th - "About a month ago, the Co~ncil, on motion of Mr. Lawrence, authorized
<br />a refund of $15.00 to the Eight Wards CI~c, for rent that was supposed to have been ~aid for
<br />the use of theAuditorium for a mass meeting°
<br /> The Club gave a check for the $15.00, which was returned by the bank
<br />unpaid, and is still in the hands of the City Collector.
<br /> I recommend ~hat ~he motion to refund be rescinded, as we have nothing
<br />to ~efund, in order that the records may be kept straight."

<br />a cheek for $15o00 to the City Oollector, ~o reimburse him for the worthless check in his
