Sentembe~ 3Ath: qq37. At a regular meeting of the City Council, held Septembe> !~th, 1937, at ~:00 P.M., there were present: - John P. Leign, Leslie T. Fox, George L. Grimes, James N. Howard, W.R. Hut- chins, Frank D. Lawrence, C. E. Warren, H.Earl Weiseman, Pearle J. Wilson, City Manager. Minutes of regular m~eting, held August 2~th, were read and approved. The following communications from the City Manager were read: 1st - "Your committee, consisting of the Mayor and City Manager, have beg~zu remodeling the negro'section of the City Home. We are raising the house off The ground, build- ing a fire Drool. double flue, solid wall all around underneath, instead of pillars, adding room 1y x 4), ne9 roof, covering the outside with asbestos shingles, and finlshi~g the inside with sheet rock. For this work, we ave asking an appropriation of $1,900.00, at this Motion of Mr Hutehins to place the requested approoriation of $~,900.00 on its first reading, was adopted. 2nd - "At a previous meeting of the Council, I was instructed to secure bids on addition and improvements, closLug the draw, on the bridge over Rain's Creek To the City Pa~. We drew up plans and specifications for this work, end after adver- tieing in pa~ers and sending out proposals to several contractors~ we received only three bids ~ne for $$,4~5~00~ another $4~223.00, and another for $$,000.00. The bids being much too high, rejected all of ~hem, and so notified the bidders. Under the Federal Government,s requirements, we have uhtil nex~ spring to begin the construction of ~he bridge. It is possible t_hat we may be able to include this in one of our W.P.A. projects. If not, it will orobably save ~he City considerable money To buy the material and do the Job by day,s work., ' On motion ordered filed. The following communication from the City Attorney was read: ~Attached hereto is an ordinance Which you, at your last meeting requested me to prepare. I do not see the necessity of the ordinance and I do not believe it is advisable to have such a rule aT corners protected by street lights. The present ordinance stoos with the words "over vehicles" and The last clause is new There are also some blind men w~o do not have white canes.~' ' ~adopted: Motion Of Mr. Fox to'place the following ordinance on its first reading, was "AN ORDINANCE TO AME~PD AND RE-ORDAIN SECTION 'B' OF SECTISN 25 OF THE ~OTOR VEHICLE CODE OF THE CITY OF PORTSMOUTE~ RELATING TO PEDESTRIANS,, The following ordinance, laid on table at last meeting, was t~ken uo and read: "AN ORdiNANCE -REQUIRING TANKS KEPT ABOVE GROUND FOR THE STORAGE OF GASOLINE, OILS, AND OTHER VOLATIVE LIQUID AT BULK STORAGE PLANTS TO BE PROTECTED BY RETAINING WALLS OR DYKES~ A~ND PROViD- ING A PmNA~TY FOR THE VIOLATION HEREOF" vote: On motion of ~r. Weiseman, said ordinance was adopted, and by the following Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Lawrence Warren, Weiseman, Wilson ' Nays: None filed.
