<br /> Minutes of regular m~eting, held August 2~th, were read and approved.

<br /> The following communications from the City Manager were read:
<br />
<br /> 1st - "Your committee, consisting of the Mayor and City Manager, have beg~zu
<br />remodeling the negro'section of the City Home. We are raising the house off The ground, build-
<br />ing a fire Drool. double flue, solid wall all around underneath, instead of pillars, adding
<br />room 1y x 4), ne9 roof, covering the outside with asbestos shingles, and finlshi~g the inside
<br />with sheet rock. The ceilings will be panelled.
<br /> ~en finished, the quarters for the colored people will not only be
<br />cdmfortable, but will look well, ~ud I feel will be a credit to all of us.
<br />time." For this work, we ave asking an appropriation of $1,900.00, at this

<br /> Motion of Mr Hutehins to place the requested approoriation of $~,900.00 on
<br />its first reading, was adopted.

<br /> 2nd - "At a previous meeting of the Council, I was instructed to secure bids
<br />on addition and improvements, closLug the draw, on the bridge over Rain's Creek To the City
<br />Pa~.
<br /> We drew up plans and specifications for this work, end after adver-
<br />tieing in pa~ers and sending out proposals to several contractors~ we received only three bids
<br />~ne for $$,4~5~00~ another $4~223.00, and another for $$,000.00. The bids being much too high,
<br /> rejected all of ~hem, and so notified the bidders.
<br /> Under the Federal Government,s requirements, we have uhtil nex~ spring
<br />to begin the construction of ~he bridge. It is possible t_hat we may be able to include this in
<br />one of our W.P.A. projects. If not, it will orobably save ~he City considerable money To buy
<br />the material and do the Job by day,s work., '

<br /> ~Attached hereto is an ordinance Which you, at your last meeting requested me
<br />to prepare. I do not see the necessity of the ordinance and I do not believe it is advisable
<br />to have such a rule aT corners protected by street lights. The present ordinance stoos with
<br />the words "over vehicles" and The last clause is new There are also some blind men w~o do
<br />not have white canes.~' '
